HomeMy WebLinkAbout04 0622 minThe Plainview City Council met on June 22, 2004 at 7:00 p.m. in the City Council Chambers of the Plainview City Hall at 901 Broadway. The agenda for this meeting was posted in City Hall at 10:30 a.m. on June 17, 2004 and the addendum to the agenda was posted in City Hall at 4:30 p.m. on June 18, 2004. Mayor John C. Anderson presided. Councilmembers present were: Belinda Pena-District 3, John N. Bertsch-District 4, Ron Trusler-District 5, Wendell Dunlap-District 6 and Roland Nash- District 7. Councilmembers absent were: Kelvin Tipton-District 1 and Mary Jane Shanes-District 2. Staff members present were: Greg Ingham-City Manager, John Castro-Director of Community Services, Wally Hatch-City Attorney, John Berry-Director of Public Works, Dale Simpson-Director of Civil Service, Will Mull-Police Chief, Gary Glass-Fire Chief and Belinda Hinojosa-City Secretary. Guests present were: Cameron Ward News Media Representative: Danny Andrews-Plainview Daily Herald Councilmember Ron Trusler delivered the invocation. Councilmember Roland Nash led in the Pledge of Allegiance. Councilmember Trusler moved to adopt the consent calendar. The motion was duly seconded by Councilmember Bertsch and carried by unanimous Vote. Items al~proved on the Consent Calendar included: approval of minutes of June 8, 2004 and June 17, 2004 and granting excused absences to Councilmembers Kelvin Tipton and Mary Jane Shanes. The Council approved the appointment of Mike Fox as Mayor's representative to the Coordinating Board of Economic Development, John Castro, Director of Community Services presented information on authorizing the Mayor to execute an Amendment to the Texas Department of Health Immunization Grant for the period January 1, 2004 through December 31, 2004. He stated normally the grant is awarded every year in the amount of $45,333. This year because of funding, the state only gave us a partial amount. The original grant was signed in October, for $22,660 of the $45,333. This City received a partial amount because of some reorganization going on with the state with the Texas Department of Health going under the Health and Human Services Department. Recently, they realized we still need the remaining amount of the $45,000 of the grant and since their funding mechanism/computer system is not in place yet, they are going to give us an additional $7,000 to carry us through the end of August. In August, we will get another amendment to the same grant and it will include the remaining balance of the $45,333. There was no public comment. Councilmember Bertsch moved that the City adopt the amendment to the Texas Department of Health Immunization Grant. The motion was duly seconded by Councilmember Pena and carried by unanimous vote. Mayor Anderson presented for second reading Ordinance No. 04-3419, an Ordinance of the City of Plainview, Texas establishing a policy for non-ad valorem tax liens that are 25 years or older; cumulativeness clause; conflicts clause; severability clause; and 287 City of Plainview Minutes June 22, 2004 Page 1 of 3 288 effective date. Since this was the second of two readings, the Council chose to forego the staff briefing and went straight to public comment. There was no public comment. Councilmember Pena moved to adopt Ordinance No. 04-3419 upon second reading. The motion was duly seconded by Councilmember Trusler and carried by unanimous vote. Greg Ingham, City Manager presented information on the Hazard Mitigation Action Plan, He stated this plan was developed with the South Plains Association of Governments ("SPAG") coordinating the effort. The definition of Hazard Mitigation Plan is any sustained action taken to reduce or eliminate the long-term risk to human life and property from all hazards. He advised that this has. hgotten a lot more attention recently due to the situation that occurred on September 11~ This planning is designed to help us coordinate efforts not only locally, but on a regional basis so we can better allocate our assets as we try to figure out how we can best reduce the potential, reduce the impact that a hazard might have and strengthen our communities as a whole. Mr. Ingham stated the plan has come out fairly well, however as we were looking through it and we looked at City of Plainview's section, one concern was that we were somehow limited to what we had addressed. We had done a great job as far as our law enforcement factors, but we: felt we needed to expand to some of our other areas. We currently have three items in the plan: (1) an audible warning system, (2) reverse 911 system and improve emergency operations center and technology; and (3) purchase weather system all hazard radios for critical facilities throughout the community. Some other areas the City would like to take a look at are some flood hazards in our community, drought situations that may occur, also the issue of tornadoes and possibly other issues. City staff is assessing the overall situation. The plan as designed is to help us be prepared for these things. We are reviewing other cities' plans to see if it can help us and feel it is important for the City of Plainview to identify all hazards that we can so that if there is any federal funding that might come down the line later such may help us address these type of issues and help us make sure we are eligible for those things. We know that there is going to be certain funding that FEMA has that we will not be eligible for if we do not have an approved Hazard Mitigation Action Plan and by participating in this plan, we will meet that eligibility requirement. Councilmember Trusler moved to open a public hearing on the draft Hazard Mitigation Action Plan. The motion was duly seconded by Councilmember Nash and carried by unanimous vote. Mayor Anderson asked for public comment. There was no public comment. Councilmember Dunlap moved to close the public hearing. The motion was duly seconded by Councilmember Nash and carried by unanimous vote. The public hearing was closed at 7:15 p.m. Mayor Anderson reminded everyone that approval of the plan would come at a later date.
