HomeMy WebLinkAbout94 1006 min MINUTES PLAINVIEW CITY COUNCIL WORK SESSION October 6, 1994 The City Council of the City of Plainview met in a Work Session at 11:30 a.m. on October 6, 1994, at the Plainview Country Club. Mayor Lloyd C. Woods presided. Councilmembers present were: Alton Jackson Sr. - Precinct 1, Mary Virginia Kirchhoff - Precinct 2, Rey Rosas - Precinct 3, Mike Hutcherson - Precinct 4, Barbara Dorman - Precinct 5, Dwain Dodson - Precinct 6 and Irene Favila -Precinct 7. Staff members present were: James P. Jeffers - City Manager, Roy L. Osborne - Chief of Police, Wally Hatch - City Attorney, Barbara Sullivan - Municipal Court Judge, Norman Huggins - Director of Finance and Karen McBeth - City Secretary. Guests present were: Dr. Steve Turner. Dr. Turner was called away prior to any discussions. Liaison Reports: Barbara Dorman reported on her NLC Economic Development Board meeting. She said there were many changes being made in the re-investment act which should make complying and funding easier. She said there were also changes being made in the HOME programs. Mary Virginia Kirchhoff reported that she, Barbara Dorman and Norman Huggins met with the Museum Transition Committee and they are trying to implement a plan which will make the museum stand on its own financially. Funding being one of the museum's major problems, this must be solved prior to any marketing or program decisions can be made. ,- .......... Mike Hutcherson reported that Lieutenaht~ Lonnie Burton has been nominated to serve on the South Plains Association of Governments board. City Mana.qer Reports Travel. Mr. Jeffers reported the budget shows a $3,100 line item account for each councilmembers travel. The travel policy which was adopted by the council stated the Mayor will approve all travel requests. No changes were made in this policy. Rey Rosas observed that there are those who get a car allowance and still receive payment for mileage when they go to Lubbock or Amarillo. Mr. Rosas suggested that either mileage or car allowance be paid, but not both. Jim Jeffers said this policy will be changed retroactive to October 1, 1994, and those persons receiving car allowances will no longer be paid for the first 350 miles away from the city. There were no objections to this policy change. 1 of 2 Main Street. Mr. Jeffers asked the Council to discuss and review the usefulness and importance of a Main Street Coordinator. He reminded the Council that when the City began the Main Street project it included not just the immediate down town area, but all of Plainview. He said the Director for Community Development does some economic development in conjunction with the Industrial Foundation. Applications are being taken for the position but staff will not screen them until the Council decides if they want to hire a full time co-ordinator. The Council will review this again at a later work session. Retreat. Mr. Jeffers told the Council the Retreat planned for November needed to have an exact date, and the Retreat will be held in Plainview. The Council will call the office and confirm what Saturday in November is best. Council Meetings in Precincts. The suggestion had been made to hold a regular City Council meeting in each of the precincts. A "taking government to the people" concept to encourage public participation and interest. The Council discussed the logistical problems and the City Manager said he would develop a formal policy. YMCA. Mr. Jeffers said it was time to review the contracts the City has with the YMCA for operating the swimming pool and softball programs. He said the YMCA has some problems and Nell Mayfield, First Vice President of the YMCA, will be at the next Work Session meeting to discuss what those problems are and explore any avenues of help available from the City. Park Facilities Charges. The Council reviewed the present charges of the Shelter House and Rotary Center. With the remodeling and updating of the Shelter House the City Manager made the suggestion that the charge for both facilities should be $50. The Council had no objections to this change. Notification of Code Violations. The City Manager reported that all code violations would be handled in the same way, with the same notifications, in the same time frame. Staff will no longer "baby sit" individuals. The violator will be notified by letter; given a time frame in which to correct the violation; then they would be cited.
