HomeMy WebLinkAbout94 1103 min MINUTES PLAINVIEW CITY COUNCIL WORK SESSION November 3, 1994 The Plainview City Council met in a Work Session at the Plainview Country Club on November 3, 1994, at 11:30 a.m. Mayor Pro Tern Dwain Dodson called the meeting to order at 11:40 a.m. Councilmembers present were: Alton Jackson Sr. - Precinct 1, Mary Virginia Kirchhoff - Precinct 2, Rey Rosas - Precinct 3, Mike Hutcherson - Precinct 4, Dwain Dodson - Precinct 6, and Irene Favila -Precinct 7. Absent were Mayor Lloyd Woods and Barbara Dorman - Precinct 5. Staff members present were: Wally Hatch - City Attorney, John Castro - Director Health Department, John Berry. Assistant Director of Public Works, Barbara Sullivan- Municipal Court Judge, Muff London- Director for Community Development, Roy L. Osborne - Police Chief, Norman Huggins - Director of Finance, and Karen McBeth - City Secretary. News media present: Richard Orr- Plainview Daily Herald THIS IS A WORK SESSION AND NO ACTION CAN BE TAKEN The Council reviewed the agenda for the next regular meeting of the City Council, November 8, 1994. CITY MANAGER REPORTS: Council Liaison Reports - There were none. Main Street- A lengthy discussion was held regarding hiring a full time Main Street Coordinator. Muff London, Director for Community Development explained how the State helped train the coordinator and all of the help available through State agencies. The Council expressed no objections to pursuing the review and interview process for hiring a Main Street Coordinator. Health Department Facilities - John Castro, Health Department Director, reported to the Council he had compiled all documentation, chronologically, of every proposal and all events up through the present time regarding the Health Department facilities. These will be for the Council and the County Commissioners to study at the Special Meeting call for tomorrow, November 4. Property · 304 W. 6th and 600 E. 6th - Wally Hatch, City Attorney, told the Council that no bids were received for these properties and if the Council was interested in re-advertising we could do so. He said that one unofficial offer was received, after the bid date deadline was passed and since it was not responsive to the requirements, it could not be considered. The Council expressed no interest in re- advertising at this time. Police · Community Policing Federal Grant- Roy L. Osborne, Police Chief, told the Council he has received information on applying for funds for a Community Policing Federal Grant under the new crime bill recently passed by Congress. He reported the only responsibility of a police officer hired with the funds from such a grant would be to act within the business and public community to educate and interact with them regarding all elements of the community and law enforcement matters. This is a three year program, on a descending funding scale, but at the end of the three years we would have a fully trained police officer. I-le reported the latest grant he received funds for will place Pat Serrano in the school system full time and he believes there will be a definite decrease in juvenile criminal activity in direct response to her position within the schools. The Council had no objections to applying for this new grant. Changing Council Meeting Date - Mayor Pro Tem Dwain Dodson pointed out that the last Council meeting of this month came two days before Thanksgiving. Several Councilmembers stated this would be difficult, or impossible, to attend. Mr. Dodson requested an addendum be made to the agenda of November 8, 1994, so as to vote for moving the meeting to an earlier date.
