HomeMy WebLinkAbout94 1208 min MINUTES PLAINVIEW CITY COUNCIL WORK SESSION December 8, 1994 The Plainview City Council met in a Work Session on Thursday, December 8, 1994, at the Plainview Country Club. Mayor Lloyd C. Woods called the meeting to order at 11:30 a.m. Councilmembers present were: Alton Jackson Sr. - Precinct 1, Mary Virginia Kirchhoff - Precinct 2, Ray Rosas · Precinct 3, Mike Hutcherson - Precinct 4, Dwain Dodson- Precinct $, and Irene Favila - Precinct 7. Councilmember Barbara Dorman - Precinct 5, was absent. Staff members present were: James P. Jeffers · City Manager, Roy Osborne · Chief of Police, Barbara Sullivan- Municipal Court Judge, John Castro - Health Department Director, Wally Hatch -City Attorney, John Berry - Assistant Director of Public WOrks, Bruce Watson · Fire Chief, and Muff London - Director for Community Development. News media present: Richard Orr · Plainview Daily Herald. THIS IS A WORK SESSION AND NO ACTION CAN BE TAKEN. The Council reviewed the agenda for the next regular meeting of the City Council scheduled for December 13, 1994. CITY MANAGER REPORTS: Hale County Fire COmmittee. Councilmember Dwain Dodson informed the City Council that work on this committee has been delayed. HOME. The City Manager announced it would be reflected in the Minutes that Roy Reese did not have a conflict of interest in bidding on the HOME Rahab program. The potential conflict has risen due to Federal regulations stating a former City employee may not work on federally funded projects for the community within one year of their departure from the City. Local building contractor Roy Reese has expressed interest in bidding on the housing rehabilitation work that is to be funded through the HOME program. Mr. Reese, even though a former employee of the City of Plainview, is not privy to any information either prior to his departure from the City or currently, which might given him an advantage over prospective bidders. Therefore, by giving Mr. Reese the opportunity to participate in the bidding process, does not pose any conflict of interest issues. No council members expressed any opposition. Meeting Place. Due to the lack of availability of a more private meeting room, the Council expressed no objections to the Council Work Session being moved back to the Cotton Patch Cafe. TMRS Buyback. Councilmember Rey Rosas had requested the City revisit the possibility of providing a TMRS buyback to employees. The City Manager explained the TMRS buyback provisions. A majority-of the City Council was not interested in pursuing this matter any further, therefore it will not be formally considered by the Council. 1 of 2 Park - Westgate Subdivision. The City Manager reviewed the history of a proposed park for the Westgate Subdivision. Since a formal request has never materialized the City Manager intends to take no additional action on this matter until a citizen request is made. No Councilmembers expressed any objections. Landfill Report. The City Manager advised that Greg Werkinthin, with Representative Pete Laney's office, had indicated the Speaker was hopeful relief on federal regulations could be provided without the city hiring a lobbyist. Waste Water Treatment Plant. The City Manager advised he was soliciting RFP's from other engineering firms to review the recommendations of Parkhill, Smith and Cooper, inc. as it pertains to improvements at the city's waste water treatment plant. Utility Rates Outside City Limits. The City Manager advised that Director of Finance Norman Huggins was recommending utility rates outside the city limits be set at 200 percent of the rate inside the city. No Councilmember expressed any objection, therefore an ordinance will be prepared for Council consideration shortly after the first of the year. SPAG®EMCO Grant. The City Manager asked Councilmembers to review the draft of a letter addressing this issue. If the City Manager receives no objections from Councilmembers prior to December 13, 1994, the letter will be sent. Adjournment. Mayor Woods adjourned the meeting 1:00 p.m. ATTEST: Lloyd C.
