SPECIAL CITY COUNCIL MEETING
City of Plainview
April 6, 1995
The Plainview City Council held a Special City Council Meeting at 12:15 p.m., Thursday,
April 6, 1995 in the Council Chambers of the Plainview City Hall at 901 Broadway. Mayor
Lloyd C. Woods presided. Councilmembers present were: Alton Jackson-Precinct 1, Mary
Virginia Kirchhoff-Precinct 2, Rey Rosas-Precinct 3, Mike Hutcherson-Precinct 4, Barbara
Dorman-Precinct 5, Dwain Dodson-Precinct 6, and Irene Favila-Precinct 7.
Staff members present were: James P. Jeffers-City Manager, Muff London-Director for
Community Development, Ches Carthel-Director of Public Works, Wally Hatch-City Attorney,
Norman Huggins-Director of Finance, and Karen McBeth-City Secretary.
OPEN MEETING
1. Call to Order - Mayor Woods called the meeting to order at 12:15 p.m.
2. Annexation - East Highway 70. Ordinance No. 95-3038. An Ordinance providing for
the extension of certain boundary limits of the city of Plainview, Hale county, Texas, and the
annexatj0n of certain tracts of land adjacent to the Hatch-Isaacs industrial area, Hale County,
Texas; Severability clause; Cumulativeness clause; And effective date.
Muff London, Director for Community Development, reviewed the ordinance and stating that
in accordance with State law, the City had held two public hearings and all that was needed was
the Council to vote. Following a short discussion of things the residents in the annexed area will
benefit from once it is annexed, Dwain Dodson made a motion to adopt Ordinance No. 95-3038;
Alton Jackson seconded the motion; the motion carried with Councilmembers Jackson,
Kirchhoff, Hutcherson, Dorman and Dodson voting for the motion and Councilmembers Rosas
and Favila voting against.
3. Adjournment - Mayor Woods adjourned the meeting at 12:35 p.m.
Passed and approved on April 20, 1995.
