HomeMy WebLinkAbout95 0411 min MINUTES CITY COUNCIL MEETING City of Plainview April 11, 1995 The Plainview City Council held a meeting at 7:30 p.m., Tuesday, April 11, 1995 in the Council Chambers of the Plainview City Hall at 901 Broadway. The Council met in Pre-Session at 7:00 p.m. Mayor Lloyd C. Woods presided. Councilmembers present were: Mary Virginia Kirchhoff-Precinct 2; Rey Rosas-Precinct 3, Mike Hutcherson-Precinct 4, Barbara Dorman- Precinct 5, Dwain Dodson-Precinct 6, and Irene Favila-Precinct 7. Councilmember Alton Jackson Sr.-Precinct 1, was absent. Staff members present were: Norman Huggins-Director of Finance, Muff London-Director of Community Development, Ches Carthel-Director of Public Works, Roy L. Osborne-Chief of Police, Bruce Watson-Fire Chief, Dale Simpson-Civil Service Director, Roland Asebedo-Asst. Fire Chief, John Sigwald-Librarian, Barbara Sullivan-Municipal Court Judge and Karen McBeth- City Secretary. News media present: Richard Orr-Plainview Daily Herald and Wayland Baptist University television crew. OPEN MEETING 1. Invocation - Dwain Dodson 2. Recognitions/Oath of Office - Muff London, Director of Community Development, recognized Mrs. Ruth Gooch, who has been president of Friends of the Library for the past four years. Ms. London thanked her for the hours of work she put into the Library and presented her with a bookmark. John Sigwald, Librarian, praised Mrs. Gooch, stating she has done a great job and has made the Friends a very cohesive, working group. 3. Consent Calendar - Before a vote was taken, City Secretary Karen McBeth stated she had a written request from Richard Orr, reporter for the Plainview Daily Herald, to remove item (f) from the Consent Calendar. Dwain Dodson made a motion to approve the remainder of the consent calendar; the motion was seconded by Mike Hutcherson, and passed unanimously among the six Councilmembers present. a) b) c) Minutes were approved. Departmental Reports were approved. Expenditures were approved. d) Board, Commission and Committee Appointments. Parks Advisory Commission and Health Department. Lucile Davis and David Wilder were appointed to the Parks Advisory Commission. 1 of 3 e) Enterprise Zone. R95-109. A Resolution supporting the continuation of the Texas Enterprise Zone program administered by the Texas Department of Commerce. Resolution was approved. f) Insurance - Major Medical. Ordinance No. 95-3040. An ordinance of the City of Plainview, Texas, authorizing elected officials to obtain major medical health insurance pursuant to the provisions of Chapter 172 of the Texas Local Government code; Providing for the classification of elected officials; Cumulativeness clause; Conflicts clause; and Effective Date. First Reading. Was pulled for discussion. g) Building - License and Permit Bonds. Ordinance No. 95-3039. An Ordinance of the City of Plainview, Hale County, Texas, amending the City of Plainview Code of Ordinances, repealing sections 6-2, 1-75 and 20-121 in entirety, Electrical Code, Ordinance No. 84-2550, Section 10-66-2, 10-62-2 and 4.15, Plumbing Code, Ordinance No. 85-2587, Chapter 10; Repealing the bond requirements for electricians, plumbers and general contractors; Cumulativeness clause; Conflicts clause; Severability clause; And effective date. First Reading. The first reading was approved. Discussion of item (f) of Consent Calendar: Richard Orr, of the Plainview Daily Herald, asked if the Council was creating a separate class of insurance, since the coverage asked for was not equal to that of regular employees. Mr. Orr said that when regular employees left the City, they could pay for their health insurance, but only for 18 months. The way the Ordinance allows elected officials to be covered, they could pay for the insurance for as long as they want. Councilmember Dwain Dodson said that since this is only the first reading of the ordinance, and since City Attorney Wally Hatch was not available, he asked that this question be deferred to such a time as Mr. Hatch could be available to answer. Mr. Orr agreed. Councilmember Dwain Dodson moved that the first reading of Ordinance No. 95-3039, be approved; Rey Rosas seconded the motion; the motion carried unanimously. REGULAR AGENDA ITEMS Finance · Audit. Presentation of the 1994-1995 Fiscal Year Audit by McMillan, McMillan, Moseley and Riddle, accounting firm. Finance Director Norman Huggins reported to the Council that the comprehensive audit, which is a part of the annual financial statement had been completed by the firm of McMillan, McMillan, Moseley and Riddle. He introduced Kevin Moseley. Kevin Moseley, formally presented the 1994 financial audit to the Council. Mr. Moseley 2 of 3 reviewed the high spots of the audit, including revenues, property taxes, expenditures, and all the funds of the City. Mr. Moseley stated the City was in good financial condition. He thanked Mr. Huggins and his staff for the excellent job they do and for their cooperation. Mayor Woods accepted he audit and thanked Mr. Moseley for his work, and he thanked Mr. Huggins for his good work. 1-A. Executive Session. Consultation with attorney concerning pending litigation in Fowler and Vandygriff v. City of Plainview, et al. This meeting is authorized pursuant to TEX. GOV'T CODE ANN., § 551.071 (Vernon 1994). Barbara Dorman made a motion that the Executive Session, and any subsequent actions, be tabled until a later date since the City Attorney was not present; Mike Hutcherson seconded the motion; the motion carried unanimously. 2..
