HomeMy WebLinkAbout95 0509 min MINUTES CITY COUNCIL MEETING City of Plainview May 9, 1995 The Plainview City Council held a meeting at 7:30 p.m., Tuesday, May 9, 1995, in the Cafeteria of Lakeside Learning Center, 1800 Joliet St., Plainview, Texas. The Council met in Pre-Session at 7:00 p.m. Mayor Lloyd Woods presided. Councilmembers present were: Alton Jackson Sr.-Precinct 1, Mary Virginia Kirchhoff-Precinct 2, Rey Rosas-Precinct 3, Mike Hutcherson-Precinct 4, Barbara Dorman-Precinct 5, and Dwain Dodson-Precinct 6. Irene Favila-Precinct 7, was absent. Staff members present were: James P. Jeffers-City Manager, Ches Carthel-Director of Public Works, Dale Simpson-Civil Service Director, Wally Hatch-City Attorney, Roy L. Osborne-Chief of Police, Roland Asebedo-Asst. Fire Chief, Muff London-Director for Community Development, Barbara Sullivan-Municipal Court Judge, Norman Huggins-Director of Finance, and Karen McBeth-City Secretary. News media present: Richard Orr - Plainview Daily Herald. OPEN MEETING 1. Invocation - Alton Jackson Sr. 2. Recognitions/Oath of Office - Mayor Woods recognized the Roadrunner Car Club for sponsoring a car show and donating all the proceeds to Meals on Wheels. Rey Rosas recognized Freddie Bradley, Billy Parramore, Albert Torres, Bobby C. Rodriguez, and Joe Castillo for their service in the Viet Nam war. They were presented with Certificates of Appreciation. 3. Consent Calendar - Barbara Dorman made a motion to approve the Consent Calendar; Mike Hutcherson seconded the motion; the motion carried unanimously among the six council members present. a) b) c) Minutes were approved. Departmental Reports were approved. Expenditures were approved. d) Budget Amendment - Waste Water - Milwee Lift Station. Ordinance No. 95- 3042. An Ordinance amending Ordinance No. 34-3019, to appropriate funds in the 1994-95 Budget for wastewater plant repair of the Milwee wastewater lift station. First Reading. Approved for First Reading. 1 of 3 e) Board, Committee and Commission Appointments. Board of Minimum Housing, Board of Adjustment, and Parks Advisory Commission. Pete Ybarra was appointed to the Board of Minimum Housing; Veronica Gutierrez was appointed to the Board of Adjustment; Joe Ed Sullivan was appointed to the Board of Adjustment; Barbara Kiser, Ruby Ann Riggins, Wanda Tyler, Anita Garza, David Wilder, Pat Smith, and Minerva Salas were appointed to the Parks Advisory Commission. Budget Amendment - Service Center - Storage Tanks. Ordinance No. 95-3044. An Ordinance of the City of Plain~iew, Texas amending Ordinance No. 94-3019, to appropriate funds for replacemtnt and repair of underground fuel storage tanks. First Reading. Ordinance approved for First Reading. REGULAR AGENDA ITEMS 4. Mayor Pro Tem. Oath of Office as Mayor Pro Tem was administered to Mary Virginia Kirchhoff. She will serve until May 1, 1996. 5. Public Comment - Precinct 3 meeting. Mayor Woods turned the meeting over to Councilmember Rey Rosas, representative of Precinct 3. Mr. Rosas asked if there was anyone present who wanted to publicly comment on things about the City, or ask any questions. No public comment nor questions were asked. 6. Plumbing - Chapter 20 - Ordinance No. 95-3045. An Ordinance of the City of . Plainview, Hale County, Texas , amending the Code of Ordinances, Chapter 20, Sections 20 and 22.5; Providing uses for T&P valve drain, schedule 40 (cellular core), unvented heaters, and single wall metal vent connectors; Cumulativeness clause; Conflicts clause; Severability clause; And effective date. First Reading. Muff London, Director for Community Development, reviewed the ordinance. She explained this made the use of certain types of unvented heaters with automatic valve shut-off safety feature eligible for use in Plainview. Prior to this, any type of unvented heater was not approved for use. Dwain Dodson moved the ordinance be approved for the First Reading; Mike Hutcherson seconded the motion; the motion passed unanimously. The second reading will be at the council meeting of May 23, 1995. 7. Zoning - Automobile. Ordinance No. 95-3046. An Ordinance of the City of Plainview, Texas, amending the use chart in Section 8.1 of the Plainview Zoning Ordinance No. 89-2798; Regarding auto leasing, automobile sales (new and used) and automobile service stations; Severability clause; Cumulativeness clause; Conflicts clause; Effective date. First Reading. Director for Community Development, Muff London, reviewed the ordinance explaining that under the present code, anyone wanting to put in an auto related business in the downtown area had to do so with a Specific Use Permit, and since there already are auto related businesses in the area, and historically car dealerships were downtown, it is reasonable to allow them without a Specific Use Permit. Dwain Dodson made a motion that Ordinance No. 95-3046 be approved 2 of 3 and in effect after this vote, and that it not require a second reading; Mike Hutcherson seconded the motion; the motion passed unanimously. 8.
