HomeMy WebLinkAbout04 0810 min302 The Plainview City Council met on August 10, 2004 at 7:00 p.m. in the City Council Chambers of the Plainview City Hall at 901 Broadway. The agenda for this meeting was posted in City Hall at 4:45 p.m. on August 4, 2004 and the addendum to the agenda was posted in City Hall at 3:30 p.m. on August 5, 2004. Mayor John C. Anderson presided. Councilmembers present were: Mary Jane Shanes-District 2, Belinda Pena-District 3, John N. Bertsch-District 4, Wendell Dunlap-District 6 and Roland Nash-District 7. Councilmembers Kelvin Tipton-District 1 and Ron Trusler- District 5 were absent. Staff members present were: Greg Ingham-City Manager, John Castro-Director of Community Services, Wally Hatch-City Attorney, John Berry-Director of Public Works, Dale Simpson-Director of Civil Service, Will Mull-Police Chief, Gary Glass-Fire Chief, Jack Keller-Budget Manager and Belinda Hinojosa-City Secretary. News Media Representative: Richard Orr, Plainview Daily Herald Councilmember Roland Nash delivered the invocation. Councilmember Wendell Dunlap led in the Pledge of Allegiance. Councilmember Dunlap moved to adopt the consent calendar. The motion was duly seconded by Councilmember Pena and carried by unanimous vote. Items approved on the Consent Calendar included: approval of minutes of July 27, 2004 and August 5, 2004; and the granting of an excused absence to Councilmembers Kelvin Tipton and Ron Trusler. The Council approved Resolution R04-139, a Resolution of the City of Plainview Reappointing Glenn Bickel to the Canadian River Municipal Water Authority with a term to expire August 31, 2006 John Castro, Director of Community Services presented for consideration the authorizing of the Mayor to sign the Office of Public Health Practice Grant for the period from September 1, 2004 and ending August 31, 2005. He stated this is an annual grant from the Texas Department of Health in the amount of $69,116.00 for administration of the health department. There was no public comment. Councilmember Shanes moved to authorize the Mayor to sign the Office of Public Health Practice Grant. The motion was duly seconded by Councilmember Nash and carried by unanimous vote. Greg Ingham, City Manager presented for consideration the setting of a public hearing on September 14, 2004 to consider a tax increase in the amount of .5049¢ per one hundred valuation for the City of Plainview. He stated it was hoped that the dates could be accelerated, but because of the notice requirements and the lack of a meeting in the first week of September, the public hearing would have to be held on September 14th. Mr. Ingham also reviewed the proposed Notice of Public Hearing on Tax Increase with the Council. There was no public comment. Mayor Anderson moved to schedule a public hearing for consideration of a tax increase not to exceed .5049¢ per one hundred valuation with said hearing to be held on September 14th. The motion was duly seconded by Councilmember Bertsch and City of Plainview Minutes August 10, 2004 Page 1 of 2 carried by unanimous vote with Councilmember Shanes, Pena, Bertsch, Dunlap, Nash and Mayor Anderson voting "for" the motion.
