HomeMy WebLinkAboutR16-366RESOLUTION R16-366 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLAINVIEW, TEXAS, APPROVING THE REQUEST OF TEMPLO SINAI CHURCH TO HOST A PARADE; AUTHORIZING THE FILING OF THE AGREEMENT FOR THE TEMPORARY CLOSURE OF STATE RIGHT-OF-WAY WITH THE TEXAS DEPARTMENT OF TRANSPORTATION FOR THIS EVENT; DECLARING THAT THE EVENT SERVES A PUBLIC PURPOSE; AND AGREEING TO COMPLY WITH REGULATIONS. WHEREAS, the Texas Department of Transportation owns and operates U. S. Highway 70, in the corporate limits of the City of Plainview; and WHEREAS, the City of Plainview received a request from Templo Sinai Church on June 23, 2016 for police assistance in its Parade; and WHEREAS, the Parade will begin at 10:00 a.m. at the Santa Fe Depot located at 12th and Broadway, crossing U.S. Highway 70, and ending at Broadway Park; and WHEREAS, the City Council of the City of Plainview finds that such an event serves a public purpose in that the Parade celebrates our nation's right to freedom of religion; and WHEREAS, the City Council of the City of Plainview, Texas finds it in the best interest for the citizens of Plainview that the Parade be held this year on Saturday, July 23, 2016 and use the above stated route; and WHEREAS, the Texas Department of Transportation requires the Local Government to submit a completed AGREEMENT FOR THE TEMPORARY CLOSURE OF STATE RIGHT-OF-WAY for use of U.S. Highway 70, in public events as this Christian Parade; and WHEREAS, the City Council designates Mayor Wendell Dunlap as the City's authorized official. The authorized official is given the power to apply for or terminate such Agreement on behalf of the City. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Plainview that: The request from Templo Sinai Church to host a Parade for Saturday, July 23, 2016, is hereby approved. Submission of the completed AGREEMENT FOR THE TEMPORARY CLOSURE OF STATE RIGHT-OF-WAY with the Texas Department of Transportation is hereby approved. IV. The Mayor is hereby authorized and directed to execute, respectively, on behalf of the City of Plainview, all necessary documents, including the AGREEMENT FOR THE TEMPORARY CLOSURE OF STATE RIGHT-OF-WAY, to complete the preparation process for this Parade.
