HomeMy WebLinkAbout06-28-2016 Council MinutesThe Plainview City Council met on June 28, 2016 at 7:00 p.m. in the City Council Chambers of the Plainview City Hall at 901 Broadway. The agenda for this meeting was posted in City Hall at 3:30 p.m. on June 24, 2016. Mayor Wendell Dunlap presided. Councilmembers present were: Charles Starnes -District 1, Larry Williams -District 2, Norma Juarez -District 3, John Gatica-District 6 and Oliver Aldape-District 7. Councilmember Teressa King -District 4 and Susan Blackerby-District 5 were absent. Staff members present were: Jeffrey Snyder -City Manager, Andrew Freeman -Assistant City Manager, Tim Crosswhite-Director of Public Works, Rusty Powers -Fire Chief, Isauro Gutierrez -Information Technology Manager, Sarianne Beversdorf-Director of Finance, Ken Coughlin -Police Chief, Cris Valverde -Community Development Manager and Belinda Hinojosa-City Secretary. News Media Present: Homer Marquez -Plainview Herald Guests Present: Dr. Bobby Hall and Linda Morris Mayor Dunlap delivered the invocation and led in the pledge of allegiance. Mayor Pro Tem Starnes moved to approve the consent calendar. The motion was duly seconded by CouncilMember Juarez and carried by unanimous vote. Items approved on the consent calendar included the granting of an excused absence to Councilmembers Teressa King and Susan Blackerby; the approval of the minutes for June 14, 2016; and approval of the financial reports. Dr. Bobby Hall, Chamber of Commerce President presented the Chamber of Commerce Annual Report. Mayor Dunlap presented for consideration Ordinance No. 16-3634 on second reading, an Ordinance of the City of Plainview Authorizing the Transfer and Acceptance of Ownership For Lots 30-32, Block 7, Frisco Addition, an Addition to the City of Plainview, Hale County, Texas to the City of Plainview, Texas, in Accordance With Section 272.001(L) of the Texas Local Government Code; Authorizing the Mayor to Execute all Documents, if any, Necessary to Transfer Ownership; and Declaring a Public Purpose; Cumulativeness Clause; Severability Clause; Conflicts Clause; and Effective Date. Since this was the second of two readings, the Council chose to forego staff briefing and asked for public comment. There was no public comment. Councilmember Williams moved to adopt Ordinance No. 16-3634 on second reading. The motion was duly seconded by Councilmember Juarez and carried by unanimous vote. Sarianne Beversdorf presented for consideration to select auditing firm for the City of Plainview. The City put out an RFQ and had one response from its current auditor. The City had a committee review the proposal and the committee felt like based on their qualifications that we would submit for approval. Councilmember Williams moved to accept Davis, Kinard and Company as the City's auditor. The motion was duly seconded by Mayor Pro Tem Starnes and carried by unanimous vote. City Council Minutes June 28, 2016 Page 1 of 2 41 42 Tim Crosswhite, Director of Public Works presented for consideration to award bids for fuel card management services. The City currently does not receive any type of discount on its current fuel card. The City went out for bids and received bids from two companies. Staff is recommending to award bid to Fleetcor on the Universal Premium Mastercard at a discount price of $0.06. Mayor Dunlap asked for public comment. There was no public comment. Councilmember Williams moved to accept bid from Fleetcor. The motion was duly seconded by Councilmember Juarez and carried by unanimous vote.
