Chambers of the Plainview City Hall at 901 Broadway. The agenda for this meeting was
posted in City Hall at 3:35 p.m. on July 8, 2016. Mayor Wendell Dunlap presided.
Councilmembers present were: Charles Starnes -District 1, Larry Williams -District 2,
Teressa King -District 4, Susan Blackerby-District 5 and Oliver Aldape-District 7.
Councilmembers Norma Juarez -District 3 and John Gatica-District 6 were absent.
Staff members present were: Jeffrey Snyder -City Manager, Andrew Freeman -Assistant
City Manager, Leslie Schmidt -City Attorney, Tim Crosswhite-Director of Public Works,
Rusty Powers -Fire Chief, Isauro Gutierrez -Information Technology Manager, Sarianne
Beversdorf-Director of Finance, Ken Coughlin -Police Chief, and Belinda Hinojosa-City
Secretary.

Councilmember Williams delivered the invocation and led in the pledge of allegiance.
Mayor Pro Tem Starnes moved to approve the consent calendar. The motion was duly
seconded by Councilmember Blackerby and carried by unanimous vote. Items approved
on the consent calendar included the granting of an excused absence to Councilmembers
Norma Juarez and John Gatica; the approval of the minutes for June 23, 2016 and June
28, 2016; and approval of Resolution R16-366, a Resolution of the City Council of the
City of Plainview, Texas, Approving the Request of Templo Sinai Church to Host a
Parade; Authorizing the Filing of the Agreement for the Temporary Closure of State Right -
Of -Way with the Texas Department of Transportation for this Event; Declaring that the
Event Serves a Public Purpose; And Agreeing to Comply with Regulations.
Belinda Hinojosa, City Secretary presented for consideration to Award of Bid for
Reconstruction of up to Seven (7) Single-family Dwelling Detached Units under the
TDHCA HOME Program #1002185. In October 2012, the City approved an agreement
to participate in the Homeowner Rehabilitation Assistance Program - Reservation System
through the Texas Department of Housing and Community Affairs (TDHCA). This
program has allowed the City to rehabilitate/reconstruct single-family residences owned
and occupied by low-income households. To date, the City has reconstructed ten homes
(5 in 2008 and 5 last year). We have been approved for an additional three homes.
In June 2016, the City went out for bids for the reconstruction of seven homes. We
received one bid from Qualls Company, Inc. for a base bid of $69,995. The City is
awarded $85,000 for each home so staff is recommending the additional alternates:
15' x 15' concrete patio - $840
Additional sidewalk - $600
One Carport 18 x 12 - $4,265
Bricked front posts - $900
Mailbox - $75
Appliances — washer, dryer, garbage disposal & dishwasher - $1,600
Demolition of house and disposal of debris - $6,725

Staff is recommending award of bid to Qualls Company, Inc. in the amount of $69,995
with the additional amount of $15,005 for alternates.
Mayor Dunlap asked for public comment. Mayor Pro Tem Starnes moved to award bid
to Qualls Company, Inc. in the amount of $85,000 per house. The motion was duly
seconded by Councilmember Williams and carried by unanimous vote.
E. K. Hufstedler of Valley View Consulting, L.L.C. presented for consideration Resolution
R16-365, a Resolution of the City Council of the City of Plainview, Texas, Designating
Centennial Bank as the Primary Bank Depository for City Funds; Authorizing the Mayor
to Execute all Contracts and Other Agreements Incident to the Establishment of the
Primary Bank Depository Relationship; and Designating and Authorizing Managing
Personnel to Sign all Acceptance and Payment Documents Required to Deposit,
Withdraw, or Collect such Funds, and to Perform any other acts Reasonably Necessary
to Adhere to Centennial Bank's Corporate Authorization Resolution. Based on complete
analysis, City staff and Valley View believe Centennial Bank offers the best value to the
City.
Mayor Dunlap asked for public comment. There was no public comment.
Councilmember Williams moved to adopt Resolution R16-365. The motion was duly
seconded by Councilmember King and carried by unanimous vote. His recommendation
was to award the bid to Centennial Bank.
Tim Crosswhite, Director of Public Works presented for consideration to sign Professional
Services Agreement between the City of Plainview and Parkhill, Smith & Cooper for the
Plainview Paving Improvements (13th Street, 15th Street, Kermit Street and Landfill Road)
Project. City staff is asking to use Parkhill Smith & Cooper for 13th Street, 15th Street,
Kermit Street and Landfill Road. We started this project in June of last year. It was found
that the roads were needing a full replacement. Staff is recommending we use Parkhill
Smith & Cooper.
Mayor Dunlap asked for public comment. There was no public comment.
Councilmember Blackerby moved to authorize Mayor to sign Professional Services
Agreement between the City of Plainview and Parkhill, Smith & Cooper for the Plainview
Paving Improvements (13th Street, 15th Street, Kermit Street and Landfill Road) Project.
The motion was duly seconded by Councilmember Blackerby and carried by unanimous
vote.
Mr. Crosswhite presented for consideration to authorize Mayor to sign the Agreement
between the City of Plainview, Texas and Thrasher, Inc. for the Plainview Paving
Improvements Project (13th Street, 15th Street, Kermit Street, and Landfill Road). Staff
went out for bid. Three companies bid on the project. The Council selected Thrasher's
bid in the amount of $820,664. Staff is recommending approval in the amount of
$820,664.
Mayor asked for public comment. There was no public comment. Councilmember
Starnes moved to authorize Mayor to sign the Agreement between the City of Plainview,
Texas and Thrasher, Inc. for the Plainview Paving Improvements Project (13th Street, 15th
Street, Kermit Street, and Landfill Road). The motion was duly seconded by
Councilmember Williams and carried by unanimous vote.

There being no further business, Mayor Dunlap adjourned the meeting at 7:24 p.m.
