HomeMy WebLinkAbout95 0822 min MINUTES CITY COUNCIL MEETING City of Plainview August 22, 1995 The Plainview City Council held a meeting at 7:30 p.m., Tuesday, August 22, 1995 in the Council Chambers of the Plainview City Hall at 901 Broadway. The Council met in Pre-Session at 7:00 p.m. Mayor Lloyd C. Woods presided. Councilmembers present were: Alton Jackson Sr.-Precinct 1, Mary Virginia Kirchhoff-Precinct 2, Rey Rosas-Precinct 3, Mike Hutcherson- Precinct 4, Barbara Dorman-Precinct 5, Dwain Dodson-Precinct 6, and Irene Favila-Precinct 7. Staff members present were: James P. Jeffers-City Manager, Muff London-Director for Community Development, Wally Hatch-City Attorney, Ches Carthel-Director of Public Works, Roy L. Osborne-Chief of Police, Dale Simpson-Civil Service Director, Cindy Gasaway-Main Street Coordinator and Karen McBeth-City Secretary. Guests present were: Dr. Wallace Davis-Wayland Baptist University, Mrs. Ann Clough, Mrs. Doris Harvis, Mrs. Lucy Nall, David Gammage, and Scout Troops 253, 250 and 240. OPEN MEETING 1. Invocation - Barbara Dorman 2. Recognitions - Mayor Woods r~ognized Ann Clough, Doris Harvis, and Lucy Nail who served in the Armed Forces during World War II. Also recognized, but not present, were Margaret Soucy and Cora Lee Tarkenton. World War II veteran David Gammage was also recognized. 3. Consent Calendar - Dwain Dodson moved to approve the Consent Calendar. Rey Rosas seconded the motion. The motion passed by unanimous consent. a) Minutes were approved. b) Departmental Reports were accepted. c) Expenditures were approved. d) TMRS ® Military Service Credit. Ordinance No. 95-3051. An Ordinance of the City of Plainview, Texas, allowing certain employees of the City, who performed, or hereafter perform, active service in the Armed Forces (or their Reserves or Auxiliaries) of the United States under honorable conditions, to apply and make deposits for, and to receive special credit with the Texas Municipal Retirement System for limited portions of such military service, and providing for payment, by the City of Plainview, its share of the costs of allowing such credits. Second 1 of 3 e) and Final Reading. Ordinance No. 95-3051 was approved. Engineering Services · Freese and Nichols, Inc. Consider a general services agreement with Freese and Nichols, Inc. for engineering services associated with the water reclamation plant. Such an agreement was approved. REGULAR AGENDA ITEMS 4. Buildings · Proposed Use By Community Groups (Brandon Brownlee). This item was tabled. 5. Museum of the Llano Estacado. Dr. Wallace Davis, of Wayland Baptist University gave a report of the committee that was formed to insure the continuation of the Museum of the Llano Estacado. The committee consists of representatives from Wayland, Plainview Independent School District, Hale County and the City of Plainview. The committee is the cornerstone of an association that will support and give purpose to the basis of the history of the Llano Estacado. The museum will be operated in a cooperative manner by the Board of Directors and the Hale County Historical Commission. It will be regulated by the appointed board. Wayland University will retain title to the buildings, collections, etc. and will lease 'it for $1.00 per year. Funding the museum must be a continuing priority of all involved entities, stated Dr. Davis, and $60,000 will be coming from Wayland Baptist University. The remaining $60,000 must come from other sources. Dr. Davis reminded the Council that the museum is an asset to the City, the County, and all citizens of the area. Mayor Woods thanked Dr. Davis for his report. 6. Neighborhood Associations. Consider acceptance of a proposal by the Human Relations Commission to implement a Neighborhood Association program. Main Street Coordinator Cindy Gasaway has been working for two years to formulate a plan which will help citizens form effective groups of neighbors to discuss common concerns and help them to become civically involved. The City will help provide information to citizens as to how to start up an association and educate them as to how city government works. A corps group of fifteen neighbors makes a good start up group. All departments of the City will be available to give information and assistance. It is not a new concept, but it is new to Plainview, and there has been a lot of interest in the idea. Irene Favila moved to approve the proposal, Rey Rosas seconded the motion, and the motion carried unanimously among all council members. 7. Duck Pond. Consider naming the duck pond. Dwain Dodson made a motion to name the pond at 10th & Ennis after Travis Trussell; Irene Favila seconded the motion. The motion carried unanimously. 2 of 3 and Final Reading.
