HomeMy WebLinkAbout95 0912 min MINUTES CITY COUNCIL MEETING City of Plainview September 12, 1995 The Plainview City Council held a meeting at 7:30 p.m., Tuesday, September 12, 1995, in the Council Chambers of the Plainview City Hall at 901 Broadway. The Council met in Pre-Session at 7:00 p.m. Mayor Lloyd C. Woods presided. Councilmembers present were: Mary Virginia Kirchhoff-Precinct 2, Rey Rosas-Precinct 3, Barbara Dorman-Precinct 5, Dwain Dodson- Precinct 6, and Irene Favila-Precinct 7. Absent were Alton Jackson Sr.-Precinct 1 and Mike Hutcherson-Precinct 4. Staff members present were: James P. Jeffers-City Manager, Ches Carthel-Director of Public Works, Muff London-Director for Community Development, Wally Hatch-City Attorney, John Castro-Health Department Director, Roland Asebedo-Asst. Fire Chief, Norman Huggins- Director of Finance, Roy Osborne-Police Chief, and Karen McBeth-city secretary. News media present: Richard Orr-Plainview Daily Herald and Steve Barrett of the Lubbock Avalanche Journal. OPEN MEETING 1. Invocation - Dwain Dodson 2. Recognitions: Lt. Kevin Whisenant of the Fire Department was recognized for scoring the highest score on his test to be a captain, and he is now Capt. Kevin Whisenant. Glenda Johnson, a teller in the water department was recognized for her courtesy to customers and always being a cheerful and cooperative co-worker. 3. Consent Calendar - Barbara Dorman made a motion to approve the Consent Calendar as presented, Dwain Dodson seconded the motion which carried unanimously. a) b) c) Minutes were approved. Departmental Reports were accepted. Expenditures were approved. d) Boards, Committee and Commission Appointments - Appointment to the Parks Advisory Commission. Irene Morales was appointed to the Parks Advisory Commission. e) Budget Amendment - Ordinance No. 95-3042. An Ordinance amending Ordinance No. 94-3019 to appropriate funds in the 1994-1995 Budget for wastewater plant repair of the Milwee Wastewater Lift Station. Ordinance was adopted. 1 of 4 Council Relations Policy - Consider amendment to B. Council Responsibilities, Subpart 1. Amendment was approved. g~ Health Department - Building Lease. Consider amendment to the building lease with $immy Raymer. Amendment was approved. h) Budget Adoption - Ordinance No. 95-3056. An Ordinance adopting and approving the budget for the fiscal year beginning October 1, 1995, and terminating September 30, 1996, and making appropriations for each department, project and account. First Reading. Approved for first reading. h) Tax Rate - Ordinance No. 95-3057. An Ordinance levying Municipal ad valorem taxes for the City of Plainview, Texas, for the year 1995, and directing the assessment and collection thereof; Severability clause; Cumulativeness clause; Conflicts clause; Effective date. First Reading. Approved for first reading. REGULAR AGENDA ITEMS 1. Buildings · Proposed Use by Community Groups (Brandon BroWnlee) Mr. Brandon Browniee, 1112 Holliday, addressed the Council to suggest that the City approve the use of empty buildings and/or offices owned by the City to be used by non-profit organizations, such as United Way, Boy Scouts, and other agencies which need help with overhead. He emphasized it was important for private, public and city government to work together for the betterment of the community. Mayor Woods thanked him for his ideas and said specific requests would be taken into consideration on an individual basis. 2. Budget · Public Hearing on the proposed 1995-1996 Budget of the City of Plainview. Jim Jeffers said this was the first of two public hearings on the proposed 1995-96 Budget for the City of Plainview. He said the Council had five special work sessions dealing exclusively with the budget and they had worked very hard on trimming it so as to lower the tax rate for the second year in a row. He gave a broad overview of the Revenue, General Fund, Sanitation Fund, operating expenses and reserves. Two large items the City will be looking at within the next fiscal year is the Canadian River Municipal Water Authority importation of water from Roberts County and improvements to the Plainview water treatment plant. There will be a four percent increase in personnel payroll. Property has been re-evaluated and is going up so the City can give a slight decrease in the tax rate, which will give taxpayers a little break. The City expects an increase in sales tax. Mr. Jeffers reviewed each department explaining the major planned acquisitions. Barbara Dorman made a motion to open the floor to a Public Hearing, Dwain Dodson seconded the motion. The motion passed unanimously. James Thomas, 507 Milwaukee, asked why the travel expense was higher in this budget than in the last one. He said the Council needs to communicate to the citizens where they go, and why, along with how much they spend. The Council explained that it was necessary to raise the amount because of continued increase in travel costs and there are some meetings the 2 of 4 Council may attend in the coming year that they did not attend in this past year. Bruce Rider, 1100 Thunderbird, noted the amoUnt'allottgd for dues and subscriptions was increased to $5~!::~i:He wanted to know if any mon~.~wa~~ left at the end of the year, could it be roller over into the next year? Mr. Jeffers explained that money was not "roller over" in any account from year to year. Robert Carter, 1205 Utica, commented that one of the major problems Plainview will be facing regarding the repair costs to the water treatment plant are outrageous, and the reason for this is the EPA and TNRCC. He stated he was quite proud of the Mayor and Council for organizing with other cities in the area to combat unfunded mandates from the state and federal government. Lionel Garcia, 1812 West 18th, said he appreciates what the Council does and most departments are doing a great job. He wanted to know when Date St. and 24th St. were going to be repaved. Mayor Woods explained that some streets would be repaved using money in reserves and many streets will be redone if a planned bond election passes later on in 1996. Lionel Garcia also asked if the renovation work would continue at the Health Department. Mr. Dodson said it would continue, but on a smaller scale. Euniel Horne, 1604-B Yonkers, inquired if the City could spray more often for mosquitoes, and if they could use something other than malathion. She said she was quite allergic to it. Mr. Jeffers said they are using the ground sprayer at the present time and that malathion is what is approved for aerial spraying. He said it cost the City approximately $10,000 each time the airplane sprayed for mosquitoes. Mary Virginia Kirchhoff moved to close the Public Hearing. Dwain Dodson seconded the motion. The motion carried unanimously. 3. Municipal Court Security Fee - Ordinance No. 95-3055. An Ordinance of the City of Plainview Code of Ordinances, Article IX, establishing the collection of a security fee by Municipal Court; Cumulativeness clause; Conflicts clause; Severability clause; And effective date.
