Home My WebLink AboutR04-135RESOLUTION 04-135 A RESOLUTION OF THE CI'FY COUNCIL OF THE CITY OF PLAINVIEW, TEXAS, AUTHORIZING THE SUBMISSION OF AN OWNER-OCCUPIED HOUSING ASSISTANCE REHABILITATION PROGRAM APPLICATION TO THE TEXAS DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS FOR THE HOME PROGRAM; AND AUTHORIZING MAYOR JOHN C. ANDERSON TO ACT AS THE CITY'S EXECUTIVE OFFICER AND AUTHORIZED REPRESENTATIVE IN ALL MATTERS PERTAINING TO THE CITY'S PARTICIPATION IN THE HOME PROGRAM. WHEREAS, the City Council of the City of Plainview desires to develop a viable urban community, including decent housing and a suitable living environment and expanding economic opportunities, principally for persons of Iow/moderate income; and WHEREAS, certain conditions exist which represent a threat to the public health and safety; and WHEREAS, it is necessary and in the best interests of the City of Plainview to apply for funding under the 2004 Texas Department of Housing and Community Affairs HOME Program; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLAINVIEW, TEXAS: That an Owner-Occupied Housing Assistance application for the HOME Program is hereby authorized to be filed on behalf of the City with the Texas Department of Housing and Community Affairs. 2. That the City's application be placed in competition for funding under the HOME Program. That the application be for $286,000.00 of grant funds to carry out owner occupied housing assistance rehabilitation and that the City of Plainview has the cash reserves to support this project. That the City Council directs and designates Mayor john C. Anderson as the City's Chief Executive Officer and Authorized Representative to act in all matters in connection with this application and the City's participation in the HOME Program. That it further be stated, that the City of Plainview is waiving all permit fees in the amount of $11,605.00 and donating labor for site preparation and operation of equipment in the amount of $13,380.00 as an in kind cash contribution toward the construction activities of this owner occupied housing assistance rehabilitation program.
