HomeMy WebLinkAbout01 0227 min186 The Plainview City Council met on February 27, 2001, at 7:00 p.m. in the Council Chambers of Plainview City Hall, 901 Broadway. The Council met in pre-session at 6:30 p.m. The agenda for this meeting was posted at City Hall at 4:00 p.m. on February 19, 2001. Mayor Lloyd C Woods presided. Councilmembers present were: Sam Parker-District 1; Mary Jane Shanes-District 2; Rey Rosas-District 3; Mike Hutcherson-District 4; Ross Owen,District 5; Buddy McGehee- District 6; and Irene Favila-District 7~ Staff members present were: James P. Jeffers-City Manager; John Berry.-Director of Public Works; Wally Hatch-City Attorney; John Castro-Director of Community Development; Dale Simpson-Director of Civil Service; Gary Glass-Fire Chief} Norman Huggins-Director of Finance; and Will Mull-Police Chief. News media representatives present were: Richard Orr-Plainview Daily Herald. Guests present were: Linda Morris, Elizabeth Regner, and Pete Rodriguez. Councilmember Shanes delivered the invocation The Girl Scouts led in the Pledge of Allegiance. Linda Morris, President of the Plainview Area United Way, and Elizabeth Regner, the organization's local Executive Director, recognized the City for allowing its employees to participate and complimented the employees for their level of participation. Councilmember Favila moved that the Consent Calendar be approved as presented. The motion, duly seconded by Councilmember Rosas, carried by unanimous vote. Items approved on the Consent Calendar included: Approval of the Minutes of February 13, 2001; receipt of departmental reports; approval of expenditures; approval of Missy Quisenberry's request for a waiver from the platting requirements regarding an approximate three-acre tract of land located at 1601 East 5th Street; approval upon second reading of Ordinance No. 01-3278, an Ordinance amending the City of Plainview Code of Ordinances, Chapter 11, Fire Protection and Prevention; cumulativeness clause; conflicts clause; severability clause; and effective date; and approval upon first reading of Ordinance No. 01-3284, an Ordinance of the City of Plainview amending Ordinance No. 00-3267 to appropriate funds ($55,000) in the Water and Sewer Fund in the 2000 2001 Budget for leasing of a belt press for the Wastewater Treatment Plant; cumulativeness clause; conflicts clause; severability clause; and effective date. Mayor Woods announced that Ordinance No. 01-3279, an Ordinance amending the zoning map of the City of Plainview, Texas, for rezoning of a 2.74 acre tract out of AB 1688, Block D-6, Sec 16 out of SW/C of RR (1801 East 5th Street) from agricultural (A) to commercial general business (C-3) zoning district; cumulativeness clause; conflict clause; severability clause; and effective date was before the Council for second reading. There was no public comment or discussion Councilmember Shanes moved to approve upon second reading Ordinance No. 01-3279. The motion, duly seconded by Councilmember Rosas, carried by unanimous vote. Mayor Woods also announced that Ordinance No. 01-3280, an Ordinance amending the zoning map of the City of Plainview by issuance of a specific use permit to a flea market in a commercial general business (C-3) district, said parcel of land being 1801 East 5th Street; cumulativeness clause; conflicts clause; severability clause; and effective date was before the Council for second reading. There was no public comment or discussion. Councilmember Favila moved to approve City of Plainview City Council Minutes February 27, 2001 Page I of 2 upon second reading Ordinance No. 01-3280. Hutcherson, carried by unanimous vote. The motion, duly seconded by Councilmember 187 Matthew Tsakanikas provided the annual report for the Main Street Program. Councilmember Hutcherson moved that the meeting be adjourned. The motion, duly seconded by Councilmember Owen, carried by unanimous vote.
