BOARD MEMBERS PRESENT: Mark Hardin, Nicole Ramirez, Albert Torres and David Murphree.
STAFF MEMBERS PRESENT: Robert Zapata, City Inspector, Judy Rasher, Community Service
Secretary.
GUEST PRESENT: Richard Ybarra, Glen Havis and Robert Garcia
Mark Hardin called the meeting to order at 6:00 P. M.
FIRST ITEM ON THE AGENDA: Approval of June 6, 2016 minutes. Joe Frank Rodriguez made a
motion to approve minutes as presented. Albert Torres seconded the motion. Motion carried
unanimously.
SECOND ITEM ON THE AGENDA:
BA Case # 1677: Consider the request of a special exception of the minimum front set
back authorizing the construction of a Carport under the City of Plainview Zoning
Ordinance Section 37.2.2(H) Special Exceptions.
Property Owner: Richard Ybarra
Address: 1907 W 19th
Legal Description: Block 3 E40' -2 W35' -3 of the High School Addition
Zoning: R1
Homeowner, Richard Ybarra wanted to install a 24 x 24 carport in front of his home, located
at 1907 W 19th Street. As per code Section 37.2.2(h), there is no other practical location on
the property for him to install the carport. 15 Letters were sent out to the neighbors. Received
2 letters in favor of the carport and 1 opposed. The one opposed said it was too close to
property.
A real estate assessment of the area was performed on July 18, 2016. The agent noted that
there were several carports currently on this street and also the streets next to this property. It
was determined that the carports in this area will not have a negative effect on the
neighborhood. Mr. Ybarra has complied with the set back from the front and side of his
property lines. Nicole Ramirez made a motion to approve the variance based on the request.
David Murphree seconded and the motion was carried unanimously.

THIRD ITEM ON THE AGENDA:
BA Case #1678: Consider the request of a variance of 3 feet of the required 5 feet set
back authorizing the construction of a Carport under the City of Plainview Zoning
Ordinance Section 37.2.2(H) Special Exceptions.
Property Owner: Pablo Meza
Address: 1005 Smythe
Legal Description: Block 1 Lot 6 of the Harris Malone Addition
Zoning: R1
Homeowner, Pablo Meza wanted to install a 22 x 24 carport. As per code Section 37.2.2 (h),
there is no other practical location on the property for him to install the carport. 22 Letters
were sent out to the neighbors. Received two letters in favor of the carport. A real estate
assessment of the area was performed on July 18, 2016. The agent noted that there were
several carports currently on this street and other streets close to this property. It was
determined that the carports in this area will not have a negative effect on the neighborhood.
Mr. Meza has complied with the set back from the front and side of his property lines. David
Murphree made a motion to approve the variance based on the request. Albert Torres
seconded and the motion was carried unanimously.

BA Case #1679: Consider the request of a variance of 3 feet of the required 5 feet set
back authorizing the construction of a Carport under the City of Plainview Zoning

Legal Description: Block 2 E60' Lot 4 of the Prosser Addition
Zoning: R2
Homeowner, Glen Havis wanted to install a 14 x 24 carport. As per code Section 37.2.2(h),
there is no other practical location on the property to install the carport. 12 Letters were set
out to the neighbors. Received two letters in favor of the carport.
A real estate assessment of the area was performed on July 18, 2016. The agent noted
that there were 9 carports currently on a 2 block distance from this property. Mr. Havis has
complied with the set back from the front and side of his property lines. Albert Torres made a
motion to approve the variance based on the request. David Murphree seconded and the
motion was carried unanimously.
