HomeMy WebLinkAboutR16-370387 RESOLUTION R16-370 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLAINVIEW, TEXAS, APPROVING THE REQUEST OF WEST TEXAS TEJANO CONJUNTO GROUP TO HOST THE DIEZ Y SEIS DE SEPTIEMBRE PARADE; AUTHORIZING THE FILING OF THE AGREEMENT FOR THE TEMPORARY CLOSURE OF STATE RIGHT-OF-WAY WITH THE TEXAS DEPARTMENT OF TRANSPORTATION FOR THIS EVENT; DECLARING THAT THE EVENT SERVES A PUBLIC PURPOSE; AND AGREEING TO COMPLY WITH REGULATIONS. WHEREAS, the Texas Department of Transportation owns and operates Hwy 70 in the corporate limits of the City of Plainview; and WHEREAS, the City of Plainview received a request from WEST TEXAS TEJANO CONJUNTO GROUP (WTTCG) for police assistance in its Diez y Seis de Septiembre Parade; and WHEREAS, the Parade will begin at 5:00 p.m. at Broadway Park and conclude at Millenium Park, crossing Hwy 70 at Broadway; and WHEREAS, the City Council of the City of Plainview finds that such event serves a public purpose in that it increases the public awareness in the importance of our history; and WHEREAS, the City Council of the City of Plainview, Texas finds it in the best interest for the citizens of Plainview that the Diez y Seis de Septiembre Parade be held this year on September, 16th 2016 and use the above referenced route; and WHEREAS, the Texas Department of Transportation requires the Local Government to submit a completed Agreement for the Temporary Closure of State Right - of -Way for use of Hwy 70 at Broadway in such public events as this Parade; and WHEREAS, the City Council designates Mayor Wendell Dunlap as the City's authorized official. The authorized official is given the power to apply for or terminate such Agreement on behalf of the City. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Plainview that: The request from the WEST TEXAS TEJANO CONJUNTO GROUP for their Parade is hereby approved. Res. R16-370 Diez y Seis de Septiembre Parade Page 1 388 The public purpose of this event is to increase the public awareness in the importance of our cultural heritage. Submission of the completed AGREEMENT FOR THE TEMPORARY CLOSURE OF STATE RIGHT-OF-WAY with the Texas Department of Transportation is hereby approved. IV. The Mayor is hereby authorized and directed to execute, respectively, on behalf of the City of Plainview, all necessary documents, including the AGREEMENT FOR THE TEMPORARY CLOSURE OF STATE RIGHT-OF-WAY to complete the Diez y Seis de Septiembre parade preparation process.
