HomeMy WebLinkAbout04 1109 minThe Plainview City Council met on November 9, 2004 at 7:00 p.m. in the City Council Chambers of the Plainview City Hall at 901 Broadway. The agenda for this meeting was posted in City Hall at 11:30 a.m. on November 5, 2004. Mayor John C. Anderson presided. Councilmembers present were: Kelvin Tipton-District 1, Mary Jane Shanes- District 2, Belinda Pena-District 3, John N. Bertsch-District 4, Ron Trusler-District 5, Wendell Dunlap-District 6 and Roland Nash-District 7. Staff members present were: Greg Ingham-City Manager, John Castro-Director of Community Services, Wally Hatch-City Attorney, John Berry-Director of Public Works, Dale Simpson-Director of Civil Service, Will Mull-Police Chief, Gary Glass-Fire Chief, Lonnie Burton-Police Captain and Belinda Hinojosa-City Secretary. Guests present: .Rev. Orval Haynes, Apostolic Lighthouse, UPC, Jim Mock, Grady Elder, and Rosalyn Martinez Rev. Orval Haynes, Apostolic Lighthouse, UPC delivered the invocation. Breanna Gonzales, Lexi Enriquez, Alexis Hooks, Benita Lopez, Mireya Swinks, Abby Gray, Sarah Macha, Payton Calderon of Daisy Troop 84 led in the Pledge of Allegiance. Councilmember Bertsch moved to adopt the consent calendar. The motion was duly seconded by Councilmember Trusler and carried by unanimous vote. Items approved on the consent calendar included approval of the minutes of October 26, 2004 and November 4, 2004. Mayor Anderson presented for consideration upon second reading Ordinance No. 04- 3436, an Ordinance of the City of Plainview, Texas granting a franchise renewal for non-emergency transfer ambulance service to Lubbock Aid Ambulance service and repealing Chapter 4, Article IV of the Plainview Code of Ordinances in its entirety. Since this was the second of two readings, the Council chose to forego the staff briefing. There was no public comment. Councilmember Pena moved to approve Ordinance No. 04-3436 upon second reading. The motion was duly seconded by Councilmember Dunlap and carried by unanimous vote. Jim Mock, President of the Plainview/Hale County Industrial Foundation presented the Industrial Foundation Annual Report. Rosalyn Martinez, Emergency Operations Planner with the South Plains Association of Governments presented a program on the Homeland Security South Plains Citizen Corp. Mayor Anderson moved to go into closed session to deliberate the appointment, employment, evaluation, reassignment, duties, discipline or dismissal of a public officer or employee, or to hear a complaint or charge against an officer or employee. [Texas 327 City Council Minutes November 9, 2004 Page 1 of 2 328 Gov't Code Section 551.074]. City Attorney. The motion was duly seconded by Councilmember Shanes and carried by unanimous vote. The meeting was recessed at 7:55 p.m. The Council reconvened in open session at 8:26 p.m. Mayor Anderson presented for consideration possible action regarding City Attorney. Mayor Anderson moved to authorize the City Manager to use a two,prong approach as far as securing service of a City Attorney: 1. Advertise for a full time City Attorney in house; 2. Visit with law firms first in Plainview and then in other cities to see what kind of agreement might be possible with existing law firms. The motion was duly seconded- by Councilmember Shanes and carried by unanimous vote.
