The City Council met on December 9, 2004 at the Plainview Convention Center, 2902
West 4th Street, Plainview, Texas. The agenda for this meeting was posted in City Hall
at 11:00 a.m. on December 6, 2004. Mayor Pro Tem John N. Bertsch presided.
Councilmembers present were: Kelvin Tipton-District 1, Mary Jane Shanes-District 2,
Belinda Pena-District 3, Ron Trusler-District 5, Wendell Dunlap-District 6 and Roland
Nash-District 7. Mayor John C. Anderson was absent.
Staff members present were: Greg Ingham-City Manager, John Castro-Director of
Community Services, John Berry-Director of Public Works, Jack Keller-Budget
Manager, Dale Simpson-Director of Civil Service, Will Mull-Police Chief, Brice
Clements-Engineer, Phillip Mize-Fire Marshall and Belinda Hinojosa-City Secretary.
News Media Representative present were: Richard Orr-Plainview Daily Herald
Guests present were: Norman Wright, Glen Bickel, Kent Satterwhite and Chad Pernell
Councilmember Roland Nash delivered the invocation.
The Council granted an excused absence to Mayor John C. Anderson.
The Council and staff reviewed the agenda for the City Council meeting of December
14, 2004.
There being no further business, Mayor Pro Tem Bertsch adjourned the meeting at 1:22
p.m.

Councilmember Tipton moved to waive the platting requirements. The motion was duly
seconded by Councilmember Shanes and carried by unanimous vote.
Councilmember Pena moved to go into closed session to deliberate the appointment,
employment, evaluation, reassignment, duties, disci ismissal of a public officer
or employee, or to hear a complaint or charge agai~ or employee. [Tex.
Gov't. Code Section 551.074]. City Attorney was duly seconded by
Councilmember Trusler and carried by unanimo
