Chambers of the Plainview City Hall at 901 Broadway. The agenda for this meeting was
posted in City Hall at 3:40 p.m. on September 23, 2016. Mayor Wendell Dunlap presided.
Councilmembers present were: Charles Starnes -District 1, Norma Juarez -District 3,
Teressa King -District 4, Susan Blackerby-District 5, John Gatica-District 6 and Oliver
Aldape-District 7. Councilmembers Larry Williams -District 2 was absent.
Staff members present were: Jeffrey Snyder -City Manager, Andrew Freeman -Assistant
City Manager, Leslie Schmidt -City Attorney, Tim Crosswhite-Director of Public Works,
Rusty Powers -Fire Chief, Ken Coughlin -Police Chief, Isauro Gutierrez -Information
Technology Manager, Sarianne Beversdorf-Director of Finance and Belinda Hinojosa-
City Secretary.

Mayor Dunlap delivered the invocation and led in the pledge of allegiance.
Councilmember John Gatica recognized Hispanic Heritage Month.
Mayor Pro Tem Starnes moved to approve the consent calendar. The motion was duly
seconded by Councilmember Juarez and carried by a vote of 6 for the motion. Items
approved on the consent calendar included the granting of an excused absence to
Councilmember Larry Williams, approval of the minutes of September 8, 2016 and
September 13, 2016; and approval of Resolution R16-372, a Resolution of the City
Council of the City of Plainview, Texas, Approving the Request of the Plainview Fall
Festival 5k Run Event Director to Host The Plainview Fall Festival 5k Run; Authorizing
The Filing of the Agreement for the Temporary Closure of State Right -Of -Way with the
Texas Department of Transportation for this Event; Declaring that the Event Serves a
Public Purpose; and Agreeing to Comply with Regulations.
Councilmember Teressa King arrived at 7:04 p.m.
Jeffrey Snyder, City Manager presented for consideration on second reading Ordinance
No. 16-3638, an Ordinance of the City of Plainview, Texas, Adopting and Approving the
Budget for the Fiscal Year Beginning October 1, 2016 and Terminating September 30,
2017, and Making Such Appropriations for Each Department, Project and Account;
Cumulativeness Clause; Conflicts Clause; Severability Clause; and Effective Date.
Mayor Dunlap asked for public comment. There was no public comment. Mayor Pro Tem
Starnes moved to adopt Ordinance No. 16-3638 on second reading. The motion was
duly seconded by Councilmember Blackerby.
Belinda Hinojosa, City Secretary asked for a record vote of the Council on the motion,
with the Council voting as follows:

The motion carried.
Mr. Snyder presented for consideration an action to ratify the Property Tax Increase
Reflected in the FY 2016-2017 Budget. Under Texas Local Government Code 102.007,
a City adopting a budget that raises more revenue from property taxes than the previous
year is required to take a separate vote to ratify the property tax increase.
The Proposed General Fund Budget for Fiscal Year 2017 includes a proposed property
tax rate of $0.6288 per $100 valuation. The City's Effective Tax Rate was determined to
be $0.6009 for FY2017 and the current Property Tax Rate for FY2017 is $62.88.
Councilmember King moved to ratify the property tax increase reflected in the budget for
Fiscal Year 2016-2017 Budget. The motion was duly seconded by Councilmember
Juarez and carried by unanimous vote.
Mayor Dunlap presented for consideration on second reading Ordinance No. 16-3639, an
Ordinance For The City Of Plainview, Texas Setting The Tax Rate And Levying Municipal
Ad Valorem Taxes For The Year 2016; Directing The Assessment And Collection
Thereof; Severability Clause; Cumulativeness Clause; Conflicts Clause; Repealer; And
Effective Date. Since this was the second of two readings, the Council chose to forego
staff briefing and asked for public comment. There was no public comment.
Mayor Pro Tem Starnes moved that the property tax rate be increased by the adoption of
a tax rate of sixty-two and eighty-eight hundredths cents ($.6288), which is effectively a
4.64 percent increase in the tax rate. The motion was duly seconded by Councilmember
Blackerby.

Mayor Dunlap presented for consideration on second reading Ordinance No. 16-3640, an
Ordinance of the City of Plainview Amending Ordinance No. 15-3623 and Ordinance No.
16-3633 To Appropriate Funds in the General Fund and Various Revenue and Capital
Funds Pursuant to Section 5.07 (A) And (D) of the Plainview City Charter Allowing For
Supplemental Appropriations in the 2015-2016 Budget; Cumulativeness Clause; Conflicts

Clause; Severability Clause; And Effective Date. Since this was the second of two 73
readings, the Council chose to forego staff briefing and asked for public comment. There
was no public comment.
Councilmember Blackerby moved to adopt Ordinance No. 16-3640 on second reading.
The motion was duly seconded by Councilmember Aldape and carried by unanimous
vote.
Mayor Dunlap presented for consideration on second reading Ordinance No 16-3641, an
Ordinance of the City of Plainview, Texas, Amending Chapter 13, "Utilities" of the Code
of Ordinances of the City of Plainview, Texas; Cumulativeness Clause; Repealer;
Severability Clause; And Effective Date. Since this was the second of two readings, the
Council chose to forego staff briefing and asked for public comment. There was no public
comment.
Councilmember King moved to adopt Ordinance No. 16-3641 on second reading. The
motion was duly seconded by Mayor Pro Tem Starnes and carried by unanimous vote.
Mayor Dunlap presented for consideration on second reading Ordinance No. 16-3637, an
Ordinance of the City Council for the City of Plainview, Texas Amending the Plainview
Code of Ordinances to Create Article 13.07 Sanitary Standards and Protection for Public
Water Supplies of Chapter 13, Utilities, in Order to Establish the Rules and Regulations
for Sanitation and Pollution Control; Providing for a Criminal Penalty, Class C
Misdemeanor Not To Exceed Two Thousand Dollars ($2000.00) for Violation of the Code,
Per State Law; Conflict of Laws; Effective Date; Severance Clause; Cumulativeness
Clause; Conflicts Clause; and Providing Proper Notice of Open Meeting. Since this was
the second of two readings, the Council chose to forego staff briefing and asked for public
comment. There was no public comment.
Mayor Pro Tem Starnes moved to adopt Ordinance No. 16-3637 on second reading. The
motion was duly seconded by Councilmember Juarez and carried by unanimous vote.
Tim Crosswhite, Director of Public Works presented for consideration to approve
Engineer Ranking Sheet and Select Engineer for TxCDBG Project. City staff is applying
for a 2017-2018 fund grant. The grant is available for streets, water or sewer funding.
Staff has chosen an area with a high poverty rate. The grant is a maximum of $275,000
with a $50,000 city match. Staff assembled a committee and selected KSA Engineer.
Staff is recommending KSA Engineer.
Mayor Dunlap asked for public comment. There was no public comment.
Councilmember King moved to approve engineer ranking sheet and select KSA as
engineer for TxCDBG Project. The motion was duly seconded by Councilmember
Blackerby and carried by unanimous vote.
There being no further business, Mayor Dunlap adjourned the meeting at 7:34 p.m.
