The Plainview City Council met on March 8, 2001, at 11:30 a.m. at the Plainview Convention
Center, 2902 West 4th Street, Plainview, Texas. The agenda for this meeting was posted in City
Hall at 10:30 a.m. on March 5, 2001. Mayor Lloyd C. Woods presided. Councilmembers present
were: Sam Parker-District 1; Mary Jane Shanes-District 2; Mike Hutcherson-District 4; Ross
Owen-District 5; Buddy McGehee-District 6; and Irene Favila-District 7. Councilmember Rey
Rosas-District 3 was absent.
Staff members present were: James P. Jeffers-City Manager; Norman Huggins-Director of
Finance; Wally Hatch-City Attorney; Pat Hemandez-Municipal Court Judge; John Berry-Director
of Public Works; Sean Lanier-Assistant Director of Public Works / City Engineer; Gary Glass-Fire
Chief, John Castro-Director of Community Development; Matthew Tsakanikas-Main Street
Coordinator; Rick Cox-Superintendent of Streets, Traffic Safety, and Fleet Service; Dale Simpson-
Director of Civil Service: Will Mull-Police Chief; and Christina Bonner-Deputy City Secretary.
News media representatives present were: Richard Orr-Plainview Daily Herald.
Judge Pat Hernandez delivered the invocation.
Councilmember Rosas was granted an excused absence for this meeting. The Council and Staff
then reviewed the agenda for the City Council meeting of March 13, 2001.
At the meeting of March 13, the Council will consider the award of bids related to various Street
Department projects, namely for seal coat gravel, liquid asphalt, a highway paint striper, and the
aerial mosquito spraying contract. The Council will also consider awarding of the bid for repair of
the Frisco Lift Station. At the next meeting, the Council will select a financial advisor to assist in
the sale of bonds to finance the Wastewater Treatment Plant. Mr. Huggins, Director of Finance,
recommends First Southwest Company. First Southwest has served the City in the past and is a
reputable company. The advisor fees assessed depend upon how many bonds are sold. Costs are
estimated to run approximately $24,000 on the $10,000,000 bond sale. The Council requested that
Mr. Huggins obtain estimates from the two other companies which have expressed interest. Those
two companies will only represent the City if the City chooses the negotiated sale method, whereas
First Southwest Company would represent the City regardless of the financing method chosen.
The Council will also select bond counsel. Mr. Huggins recommends the hiring of Fulbright &
Jaworski, L.L.P., who has served the City in the past. Their fee schedule varies depending upon
the type of bond sold, whether tax- or revenue-supported.
Mr. Jeffers provided an update on the Itike / Bike Trail to run alongside Runningwater Draw.
The City will apply for a grant through the Texas Department of Transportation. If awarded,
TxDOT would pay for eighty percent (80%) of the project costs. The trail would be twelve (12)
feet wide. It would begin at the Broadway Street Park and end at Regional Park.
Mr. Jeffers then presented a progress report on the work of the Districting Commission. The
Commission has retained Bob Bass of Allison, Bass & Associates. His fee in the amount of
$8,000 is due and payable upfront. If the City has to redraw district lines, an additional $5,500
would be assessed at that time. The Commission now awaits census data, likely to be available in
early April, to begin work.
Mr. Jeffers also provided a progress report on the work of the Economic Development Oversight
Committee. The Committee is still in the process of discussing and debating ideas. Committee
member Roy Kiser has resigned. Committee member Sylvia Chavez has not attended any of the

meetings to date. The Councilmembers who nominated Mr. Kiser and Ms. Chavez will need to
nominate replacements to serve in their steads.
There being no further business, Mayor Woods adjourned the meeting at 12:37 p.m.
