The Plainview City Council met on October 25, 2016 at 7:00 p.m. in the City Council
Chambers of the Plainview City Hall at 901 Broadway. The agenda for this meeting was
posted in City Hall at 1:15 p.m. on October 21, 2016. Mayor Wendell Dunlap presided.
Councilmembers present were: Larry Williams -District 2, Norma Juarez -District 3,
Teressa King -District 4, and Susan Blackerby-District 5. Councilmembers Charles
Starnes -District 1, John Gatica-District 6 and Oliver Aldape-District 7 were absent.
Staff members present were: Jeffrey Snyder -City Manager, Andrew Freeman -Assistant
City Manager, Leslie Schmidt -City Attorney, Tim Crosswhite-Director of Public Works,
Rusty Powers -Fire Chief, Ken Coughlin -Police Chief, lsauro Gutierrez -Information
Technology Manager, Cris Valverde -Community Development Manager and Belinda
Hinojosa-City Secretary.

Guests Present: Mike Fox, Harrison Hart, and Nikolay Essani
Councilmember Larry Williams delivered the invocation and led in the pledge of
allegiance.
Mayor Dunlap presented a World Polio Day Proclamation to the Rotary Club.
Councilmember Larry Williams moved to approve the consent calendar. The motion was
duly seconded by Councilmember Juarez and carried by unanimous vote. Items
approved on the consent calendar included the granting of an excused absence to
Councilmember Charles Starnes, John Gatica and Oliver Aldape, approval of the minutes
of October 11, 2016; approval of the Quarterly Investment Report for the period from July
1, 2016 through September 30, 2016; approval of Resolution R16-374, a Resolution of
the Council of the City of Plainview, Texas, Approving the Request Of Plainview YMCA
In Coordination With Main Street to Host the 2016 Turkey Trot 5k Walking Tour and Run;
Authorizing the Filing of the Agreement for the Temporary Closure of State Right -Of -Way
with the Texas Department of Transportation For This Event; Declaring that the Event
Serves a Public Purpose; and Agreeing to Comply with Regulations.
Jeffrey Snyder, City Manager introduced Matt Weatherly with Public Sector Personnel
Consultants. He reviewed the Compensation Study.
Councilmember Larry Williams moved to accept the Compensation Study. The motion
was duly seconded by Councilmember Blackerby and carried by unanimous vote.
Mayor Dunlap introduced for consideration on second reading, Ordinance No. 16-3642,
an Ordinance Amending Chapter 5, Fire Prevention and Protection, of the City of
Plainview Code of Ordinances; to Adopt the International Fire Code (2015 Edition);
Repealer; Cumulativeness Clause; Conflicts Clause; Severability Clause, and Effective
Date. Since this was the second of two readings, the Council chose to forego staff briefing
and asked for public comment. There was no public comment.
Councilmember Williams moved to adopt Ordinance No. 16-3642 on second reading.
The motion was duly seconded by Councilmember Blackerby and carried by unanimous
vote.

Andrew Freeman, Assistant City Manager presented for consideration to authorize Mayor
to sign Construction Contract for the Civic Center Renovation Project. This item is for the
interior renovation project to complete repairs related to the December 2015 sprinkler
pipe break that occurred during the blizzard. There was significant damage to the interior
from all the water leaving the sprinkler system. Scope of work includes repairs to 38
different areas in the building. The work will include flooring, ceilings, cutting and patching
walls, painting, baseboards, etc. Staff went out for bids and Council selected Plainview
Construction Services in the amount of $159,780. Council will consider approval of the
construction contract related to this bid.
Mayor Dunlap asked for public comment. There was no public comment.
Councilmember King moved that we award the Construction Contract for the Civic Center
to Plainview Construction Services for $159,780. The motion was duly seconded by
Councilmember Juarez and carried by unanimous vote.
There being no further business, Mayor Dunlap adjourned the meeting at 8:16 p.m.
