HomeMy WebLinkAbout11-22-2016 Council MinutesThe Plainview City Council met on November 22, 2016 at 7:00 p.m. in the City Council Chambers of the Plainview City Hall at 901 Broadway. The agenda for this meeting was posted in City Hall at 4:45 p.m. on November 18, 2016. Mayor Wendell Dunlap presided. Councilmembers present were: Charles Starnes -District 1, Larry Williams -District 2, Norma Juarez -District 3, Teressa King -District 4, Susan Blackerby-District 5, and John Gatica-District 6. Councilmember Oliver Aldape-District 7 was absent. Staff members present were: Jeffrey Snyder -City Manager, Andrew Freeman -Assistant City Manager, Leslie Schmidt -City Attorney, Tim Crosswhite-Director of Public Works, Rusty Powers -Fire Chief, Ken Coughlin -Police Chief, lsauro Gutierrez -Information Technology Manager, Paul Kite -Water Production Superintendent, Cris Valverde - Community Development Manager and Belinda Hinojosa-City Secretary. News Media Present: Doug McDonough -Plainview Herald Councilmember Teressa King delivered the invocation and led in the pledge of allegiance. Councilmember Williams moved to approve the consent calendar. The motion was duly seconded by Councilmember Juarez and carried by unanimous vote. Items approved on the consent calendar included approval of the minutes of November 3, 2016 and November 8, 2016. Mayor Dunlap presented for consideration on second reading Ordinance No. 16-3643, an Ordinance Amending the Comprehensive Zoning Ordinance and Map of the City Of Plainview, Texas for the Rezoning of a Light Industrial 1 ("M-1 ") Zoning District to a Single Family Residential 2 ("R-2") Zoning District, Said Parcel Being Approximately 25.70 Unplatted Acres Located About the 2292 Blk Of JK -2 Sec 38 in the South and West Part of the North Half of the Northwest Quarter, Being in the Vicinity of 3500 Quincy Street in City of Plainview, Hale County, Texas; Repealer; Cumulativeness Clause; Conflicts Clause; Severability Clause; And Effective Date. Since this was the second of two readings, the Council chose to forego staff briefing and asked for public comment. There was no public comment. Councilmember King moved to accept Ordinance No. 16-3643 on second reading. The motion was duly seconded by Councilmember Williams and carried by unanimous vote. Tim Crosswhite, Director of Public Works presented for consideration to authorize Mayor to sign Agreement between the City of Plainview, Texas and Parkhill, Smith & Cooper, Inc. for Professional Services for Water Treatment Plant Residuals Management Project. Staff would like to use Parkhill, Smith & Cooper for water treatment plant residuals management project. After attending TCEQ meeting, staff was advised that we would be required to make our ponds certified. The cost for a liner is in excess of $250,000. Parkhill, Smith & Cooper has been looking at different alternatives. They came up with this alternative and this was sent to TCEQ for approval and they did approve this project. Staff recommends using Parkhill, Smith & Cooper for engineering services. Mayor Dunlap asked for public comment. There was no public comment. Councilmember Williams moved to authorize Mayor to sign Agreement between the City of Plainview, Texas and Parkhill, Smith & Cooper, Inc. for Professional Services for Water Treatment Plant Residuals Management Project. The motion was duly seconded by Mayor Pro Tem Starnes and carried by unanimous vote. City Council Minutes November 22, 2016 Page 1 of 2 85 86 Councilmember King moved to go into closed session to deliberate the appointment, employment, evaluation, reassignment, duties, discipline or dismissal of a public officer or employee, or to hear a complaint or charge against an officer or employee. [Tex. Gov't. Code, Section 551.074]. City Manager Evaluation. The motion was duly seconded by Councilmember Juarez and carried by unanimous vote. Mayor Dunlap recessed the meeting at 7:08 p.m. Mayor Dunlap called the meeting back in open session at 7:27 p.m. Councilmember Starnes moved to extend contract for Jeffrey Snyder, City Manager for one year at a compensation level of $148,000. The motion was duly seconded by Councilmember Gatica and carried by unanimous vote.
