HomeMy WebLinkAbout11-17-2016 Council MinutesThe City Council met on November 17, 2016 at 11:45 a.m., at the Plainview Convention Center, 2902 W. 4th Street, Plainview, Texas. The agenda for this meeting was posted in City Hall at 10:40 a.m. on November 14, 2016. Mayor Wendell Dunlap presided. Councilmembers present were: Charles Starnes -District 1, Larry Williams -District 2, Norma Juarez -District 3, Susan Blackerby-District 5, and Oliver Aldape-District 7. Councilmembers Teressa King -District 4 and John Gatica-District 6 were absent. Staff members present were: Jeffrey Snyder -City Manager, Andrew Freeman -Assistant City Manager, Leslie Schmidt -City Attorney, Ken Coughlin -Police Chief, Rusty Powers - Fire Chief, Tim Crosswhite-Director of Public Works, lsauro Gutierrez -Information Technology Manager, Sarianne Beversdorf-Director of Finance, Cris Valverde - Community Development Manager and Belinda Hinojosa-City Secretary. News Media Present: Doug McDonough -Plainview Herald Mayor Wendell Dunlap led in the invocation. The Council granted excused absences to Councilmembers John Gatica and Teressa King. Cris Valverde, Community Development Manager presented for consideration on first reading Ordinance No. 16-3643, an Ordinance Amending the Comprehensive Zoning Ordinance and Map of the City Of Plainview, Texas for the Rezoning of a Light Industrial 1 ("M-1") Zoning District to a Single Family Residential 2 ("R-2") Zoning District, Said Parcel Being Approximately 25.70 Unplatted Acres Located About the 2292 BIk Of JK -2 Sec 38 in the South and West Part of the North Half of the Northwest Quarter, Being in the Vicinity of 3500 Quincy Street in City of Plainview, Hale County, Texas; Repealer; Cumulativeness Clause; Conflicts Clause; Severability Clause; And Effective Date. The applicant is requesting a zoning change in order to facilitate the purchase of the residence located at the southwest corner of the 25.70 acre tract in the vicinity of 3500 Quincy Street. The applicant's financial institution has concern with the residence's existing zoning designation (Light Industrial), whereas residential land uses are not allowed outright. Staff is recommending approval of the zoning change. The Planning and Zoning Commission has also approved the zone change. Mayor Pro Tem Charles Starnes moved to open a public hearing on Ordinance No. 16- 3643. The motion was duly seconded by Councilmember Blackerby and carried by unanimous vote. There was no public comment. Mayor Pro Tem Starnes moved to close the public hearing. The motion was duly seconded by Councilmember Juarez and carried by unanimous vote. The public hearing was closed at 11:55 a.m. Councilmember Williams moved to accept Ordinance No. 16-3643 on first reading. The motion was duly seconded by Councilmember Juarez and carried by unanimous vote. The Council and staff reviewed the agenda for the City Council meeting of November 22, 2016.
