AN ORDINANCE MAKING IT UNLAWFUL FOR ANY PERSON TO START AND ACCELERATE
A MOTOR VEHICLE ON A PUBLIC STREET OR HIGHWAY FROM A STOPPED POSITION
OR ACCELERATE A VEHICLE WHILE MOVING IN SUCH A MANNER AS TO CAUSE THE
DRIVING WHEELS TO SPIN AND THEREBY CREATE A LOUD SCREECHING NOISE; AND
MAKING IT UNLAWFUL TO CAUSE THE REAR PORTION OF A MOTOR VEHICLE TO SWAY
OR SWING FROM SIDE TO SIDE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PLAINVI~.4:
SECTION 1. It shall be unlawful for any person to start and
accelerate a motor vehicle on a public street or highway in the City
of Plainview from a stopped position in such manner~as to cause the
driving wheels to spin and thereby create a loud, screeching noise.
SECTION 2. It shall be unlawful for any person while driving a
motor vehicle on any street or highway in the City of Plainview to
accelerate said monor vehicle while it is moving in such manner as
to cause the driving wheels to spin and thereby create a loud,
screeching noise.
SECTION 3. It shall be unlawful for any person while driving a
motor vehicle on a street or highway in the City of Plainview to cause
the rear portion of the motor vehicle to sway or swing from side to side.
SECTION 4~ Any person who shall violate this ordinance or any
section or provision thereof shall be guilty of a misdemeanor, and
upon conviction thereof shall be pUniShed by a fine not to exceed $200.00.
SECTION 5. If for any reason any section, paragraph, subdivision,
clause, phrase or provision of this ordinance shall be held invalid or
unconstitutional, the same shall not affect the validity of this
ordinance as a whole or any part or provision thereof other than the
part so decided to be invalid or unconstitutional.

TO THE CITY CLERK OF THE CITY OF PLAINVIEW:
You are directed to post notice of the regular election to be
held in and for the City of Plainview for the purpose and at the time
as provided in the Ordinance attached hereto, which said Ordinance
provides for a regular election of an Alderman to fill place two on
the City Council of the City of Plainview and for the election of an
Alderman to fill place four on the City Council of the City of Plainview.
You wiil post notices of said election at three (3) public places
in each voting precinct, one of which must be posted at the polling
place for each precinct at least 30 full days prior to the day of the
~lection.
You will also cause said notice to be published in a newspaper of
general circulation in the City of Plainview as provided in the said
Ordinance, ~he publication to be not more than twenty-five (25) days
nor less than ten (10) days prior to the election.
You will also deliver to each of the persons appointed to hold
the election, a copy of SKid Ordinance, which constitutes a writ of
election.

ORDINANCE ESTABLISHING ELECTION PRECINCTS FOR
MUNICIPAL ELECTIONS IN THE CITY OF PLAINVIEW,

THE STATE OF TEXAS
COUNTY OF HALE
CITY OF PLAINVIEW
On this the 28th day of January, 1975, the City Council of the
City of Plainview, Texas, convened in regular session at the regular
meeting place thereof in the City Hall, the meeting being open to the
public and notice of said meeting having been given as prescribed by
Article 6252-17, Section 3A, V.A.T.C.S., there being present and in
attendance the following members, to-wit:
JOHN D. STONEHAM
MAYOR
KELTZ GARRISON
MEDLIN CARPENTER
JEANE L. BROWNING
RICHARD CROSS
NEAL WILLIAMS
ALDERMEN
and with the following absent: Richard Cross , constituting
a quorum; and among other proceedings had were the following:
The Mayor introduced a proposed ordinance. The ordinance was read in full.
Alderman Browning made a motion that any rule requiring
ordinances to beread more than one time or at more than one meeting be
suspended. The motion was seconded by Alderman Garrison and
carried by the following vote:
YEAS: Aldermen Garrison, Carpenter, Browning, and Williams
NAYS: None.
Alderman Browning then made a motion that the ordinance be passed
finally. The motion was seconded by Alderman Garrison and carried
by the following vote:
YEAS: Aldermen Garrison, Carpenter, Browning, and Williams
NAYS: None.
The Mayor announced that the ordinance had been finally passed.
