AN ORDINANCE CALLING AND SETTING THE REGULAR I~UNICIPAL ELECTION FOR
THE CITY OF PLAINVIEW TO BE HELD ON THE FIRST TUESDAY IN APRIL OF
1975, THE SAME BEING THE FIRST DAY OF SAID MONTH, FOR THE ELECTION
OF ONE ALDERMAN FOR PLACE TWO ON THE CITY COUNCIL OF THE CITY OF
PLAINVIEW, AND FOR THE ELECTION OF ONE ALDERMAN FOR PLACE FOUR ON
THE CITY COUNCIL OF THE CITY OF PLAIN-VIEW; DESIGNATING THE PLACE
WHERE SAID ELECTION IS TO BE HELD; AND 'APPOINTING PRESIDING OFFICIALS
THEREOF.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PLAINVIEW:
SECTION 1: In accordance with the statutes provided and the
Charter of the City of Plainview, an election shall be held in and
for the City of Plainview, on the first Tuesday in April, 1975, the
same being the first day of said month, for the election of an
Alderman for Place Two on the City Council of the City of Plainview
and for the election of an Alderman for Place Four on the City
CoUncil of the City of Plainview.
SECTION 2: That said election shall be held in each of the
election precincts within the City and at the designated polling
places within each precinct as provided in Ordinance No. 75- 1759
of the City of Plainview. Said Ordinance provides as follows:
"SECTION 1: That all territory located within the corporate
limits of the City of Pl~inview, Texas, shall be and is hereby
divided into two election precincts. One precinct (Precinct No. 1)
shall consist of all of the following territory, to-wit:
Ail of that part of Hale County (Texas) election Precincts
Numbers Seven (7) and Eight (8), lying within the City Limits
of the City of Plainview.
Said Hale County (Texas) Precincts 7 and 8 being as follows:
"Precinct Seven (7) shall include all the territory in the
corporate limits of the City of Plainview lying North of West Tenth
Street and West of a line beginning at the intersection of West Tenth
Street and Quincy Street.
Thence North to the right-of-way to the Fort Worth and Denver
Railway;
Thence Northwesterly along said right-of-way to the North
Corporate limits of the City of Plainview.
Precinct Eight (8) shall include all the territory in the
corporate limits of the City of Plainview lying North of a line
beginning at the intersection of West Tenth Street and Quincy Street;
Thence East along West Tenth Street to Austin Street;
Thence South along Austin Street to West Ninth Street;
Thence East along West Ninth Street to Broadway Street.
And East of the East line of Election Precinct Seven (7)
as described above and West of the West line of Election Precinct
One (1) as described above."
The other precinct (Precinct No. 2) Shall consist of all of the
following territory, to-wit:
Ail of that part of Hale County (Texas) election Precincts
Numbers (1), Six (6), and Ten (10), lying within the City
Limits of the City of Plainview.
Said Hale County (Texas) Precincts 1, 6 and 10 being as follows:
"Precinct One (1) shall include all the territory in the corporate
limits of the City of Plainview lying East of a line beginning at
the-intersection of Broadway Street and the South line of the
corporate limits of the City of Plainview;
Thence North along Broadway Street to the right-of-way of the
Panhandle & Santa Fe Railway;
Thence in a Northwesterly direction along said right-of-way
and following said right-of-way to the North line of the corporate
limits of the City of Plainview.
Precinct Six (6) shall include all the territory in the
corporate limits of the City of Plainview lying South of West
Tenth Street and West of Quincy Street.
Precinct Ten (10) shall include all the territory in the
corporate limits of the City of Plainview lying East of Quincy
Street; South of the South line of Election Precinct Eight (8)
as described above and West of Broadway Street."
SECTION 2: That the Municipal Court Building, 902 North Aus~inq-St.,
Plainview, Texas, is hereby designated as the polling place within
Precinct No. 1. That the City of Plainview, Texas, Chamber of Commerce
and Board of City Development Building, 710 West 5th Street, Plainview,
Texas, is hereby designated as the polling place within Precinct No. 2.
SECTION 3: Ail qualified electors shall vote in the election
precinct in which they reside."
SECTION 3: Said election shall be conducted by the following
who are hereby appointed to hold said election:
Mrs. Grafton McInnish
Mrs. J. O. Bier

PRECINCT 1
Mrs. Grafton McInnish, Mrs. L. W. Kiker, and Mrs. T. J. Gardner
are hereby appointed as the election officials of Precinct 1.
Mrs. Grafton McInnish shall act as Presiding Judge of Precinct 1;
and Mrs. T. J. Gardner and Mrs. L. W. Kiker shall act as clerks of
the election.
Mrs. L. W. Kiker is hereby appointed first alternate judge to act
as Presiding Judge of Precinct 1 in the event that Mrs. Grafton McInnish
is for any reason unable to serve as such Presiding Judge; and Mrs. T. J.
Gardner is hereby appointed second alternate judge to serve as
Presiding Judge of Precinct 1 in the event that both Mrs. Grafton McInnish
and Mrs. L. W. Kiker are for any reason unable to serve as such Presiding
Judge.
The Presiding Judge of said precinct may appoint such additional
clerks as she may deem necessary to hold the election.
PRECINCT 2
Mrs. J. O. Bier, Mrs. Bob Wayland and Mrs. Martha Barnes are
hereby appointed as the election officials of Precinct 2.
Mrs. J. O. Bier shall act as Presiding Judge of Precinct 2; and
Mrs. Bob Wayland and Mrs. Martha Barnes shall act as clerks for the
election.
Mrs. Bob Wayland is hereby appointed first alternate judge to act
as Presiding Judge of Precinct 2 in the event that Mrs. J. O. Bier is
for any reason unable to serve as such Presiding Judge; and Mrs. Martha
Barnes is hereby appointed second alternate judge to act as Presiding
Judge of Precinct 2 in the event that both Mrs. J. O. Bier and
Mrs. Bob Wayland are for any reason unable to serve as such Presiding
Judge.
SECTION 4: It is further provided that the maximum number of
clerks which may be appointed to serve in said election shall not be
in excess of seven (7) persons for each precinct and that the Presiding
Judge (of each precinct) for said election shall appoint clerks to take
the place of those above named who may not be able to serve, and may
appoint as may as five (5) additional clerks (for the precinct of
which she is Presiding Judge); as may be necessary for the proper con-
duct of this election.
SECTION 5: The officers of the City of Plainview to be elected
are as follows:
(i) An Alderman to fill Place Two on the City Council of the City
of Plainview and designated in Section 202 of the Charter of the City of
Plainview as amended, as Alderman Number Two.
(2) An Alderman to fill Place Four on the City Council of the City
of Plainview and designated in Section 202 of the Charter of the City
of Plainview as amended, as Alderman Number Four.
SECTION 6: Said election shall be held under and in accordance
with the provisions of the Statutes of the State of Texas and the Charter
of the City of Plainview and all persons qualified to vote in said City
under the Election Laws of the State of Texas shall be allowed to vote
therein. Said election shall be held and the polls shall be open from
8:00 A. M. to 7:00 P. M., and all electors shall vote in the voting
precinct in which said voter resides and the place provided for voting
in said voting precinct, as provided in Ordinance No. 75- 1759 of
the City of Plainview.
SECTION 7: Notice of said election shall be given by posting and
by publication of a copy of this Ordinance, and at the top of which shall
appear the words "Notice of Regular Municipal Election for the Purpose of
Electing Officers of the City of Plainview". Thirty days' previous notice
of said election shall be given by posting a copy of this Ordinance in
three (3) public places in said City of Plainview in each of the voting
precincts provided for in Ordinance No. 75- 1759 of the City of
Plainview, Texas, one of which notices shall be posted at the polling
place designated for City Election Precinct 1 and one of which shall be
posted at the polling place designated for City Election Precinct 2.
Notice by publication shall also be made by publishing notice of
said election in the Plainview Daily Herald (a ~newspaper of general
circulation in Plainview, Texas), said publication to be not more than
twenty-five (25) days nor less than ten (10) days prior to the election.
SECTION 8: A copy of this Ordinance shall also be served upon
each of the three election officials who have been designated to hold
the election.

NOTICE OF REGULAR MUNICIPAL ELE~CTION
FOR THE PURPOSE OF ELECTING OFFICERS
OF THE CITY OF PLAINVIEW
Notice is hereby given of an election to be held in and for the
City of Plainview on the first Tuesday in April, 1975, the same being
the 1st day of April, 1975, for the election of the officers as herein-
after named for the City of Plainview.
The Ordinance providing for the election and setting out the
officers to be elected and other pertinent information in regard
thereto is as follows:
Came on to hand this the day of , 1975, and
in compliance with the Ordinance, I did on the day of
1975, post the notice attached hereto at each of the following places:
FOR PRECINCT 1:
(1) One notice posted at the Municipal Court Building, located
at 902 North Austin, in Plainview, Texas;
(2)

FOR PRECINCT 2:
(i)
One notice posted at the Municipal Building (also known as
the Chamber of Commerce Building) which is located at 710 West
Fifth Street in Plainview, Texas;
(2) One notice posted at the Courthouse in Plainview, Texas; and,
(3)
and in compliance with the Ordinance, I caused the notice attached hereto
to be published in the Plainview Daily Herald on the day of
1975, which is a day not more than twenty-five (25) days nor less than
ten (10) days prior to said election. I also served a copy of this
notice on each of the following named persons:

(3) Mrs. L. W. Kiker
(4) Mrs. T. J. Gardner
(5) Mrs. J. O. Bier
(6) Mrs. Bob Wayland
(7) Mrs. Martha Barnes
who are persons designated as officials of the election, the said copy
having been furnished to each of them on the day of
1975, which notice constitutes the writ pertaining to the holding of the
election.
