HomeMy WebLinkAbout12-13-2016 Council Minutes88 The Plainview City Council met on December 13, 2016 at 7:00 p.m. in the City Council Chambers of the Plainview City Hall at 901 Broadway. The agenda for this meeting was posted in City Hall at 5:15 p.m. on December 9, 2016. Mayor Wendell Dunlap presided. Councilmembers present were: Larry Williams -District 2, Norma Juarez -District 3, Teressa King -District 4 and Susan Blackerby-District 5. Councilmembers Charles Starnes -District 1, John Gatica-District 6 and Oliver Aldape-District 7 were absent. Staff members present were: Jeffrey Snyder -City Manager, Andrew Freeman -Assistant City Manager, Leslie Schmidt -City Attorney, Sarianne Beversdorf-Director of Finance, Tim Crosswhite-Director of Public Works, Rusty Powers -Fire Chief, Ken Coughlin -Police Chief, Isauro Gutierrez -Information Technology Manager, Uriel Villa -Fleet Manager, Cris Valverde -Community Development Manager and Belinda Hinojosa-City Secretary. News Media Present: Doug McDonough -Plainview Herald Guests Present were: Harrison Hart, Kendra Hart, Phillip Maritn, Laura Martin, Jordan Prater, Kirsten Prater, Jacob Wenderborn, Tony ramirez, Matt Blackburn, Brandy Merick, Bryan Merrick, Tim Miller, Philip Mize, Rebekah Mize, Mike Fox, Mary E. Kindinger, Jeremy Tucker and Heather Tucker Councilmember Susan Blackerby delivered the invocation and led in the pledge of allegiance. Councilmember King moved to approve the consent calendar. The motion was duly seconded by Councilmember Juarez and carried by unanimous vote. Items approved on the consent calendar included the granting of excused absences to Mayor Pro Tem Charles Starnes and Councilmembers John Gatica and Oliver Aldape; approval of the minutes of November 17, 2016 and November 22, 2016. Mr. Uriel Villa, Fleet Manager presented for consideration to award bids for Police Department Tahoes. Three bids were received as follows: Caldwell Country, Caldwell - $125,960.00; Lake Country Chevrolet - $132,944.00 and Scoggin Dickey, Lubbock, Texas - $133,516.20. Staff is recommending bid be awarded to Caldwell Country in the amount of $125,960.00. Mayor Dunlap asked for public comment. There was no public comment. Councilmember Williams moved to award bid to Caldwell Country in the amount of $125,960.00. The motion was duly seconded by Councilmember King and carried by unanimous vote. Mr. Jeffrey Snyder, City Manager presented for consideration on first reading, Ordinance No. 16-3644, an Ordinance of the City Council of the City of Plainview, Texas Authorizing the Adoption of a Classification and Compensation Plan for all Employees of the City of Plainview; Repealer; Cumulativeness Clause; Conflicts Clause; Severability Clause, and Effective Date. This is an Ordinance authorizing the adoption of a new Classification and Compensation Plan based upon the recent study completed by Public Sector Personnel Consultants. Exhibit "A" includes the adoption of a new civilian pay plan including Administrative, Operations, Professional, Executive and Seasonal/Part-time. The total cost to implement the new Civilian Pay Plan is estimated at $142,560 including benefits. City Council Minutes December 13, 2016 Page 1 of 3 89 Exhibit "B" includes the adoption of a Police Pay Plan and Fire Pay Plan. The total estimated cost to implement these pay plans is estimated at $195,000 with benefits. Exhibit "C" includes the adoption of the Certification, Incentives and Assignment Pay Plan. There are no changes proposed for this exhibit. Total estimated cost to adopt the new proposed pay plans for the City will be $337,560. The Ordinance includes an effective date of January 9, 2017. Mayor Dunlap asked for public comment. Harrison Hart, Vice President of the Local Fire Union who lives at 1661 W. US Hwy 70 thanked the Council for working with them. They stated they were appreciative to the Council for taking the time and the expense of conducting the study to look into this issue. Initially, the union strongly supported option 1 A with an 8.75 % increase. However, after some miscalculation from the company doing the study, they realize Option 1A is no longer feasible. They strongly support the 5% increase at this time. Councilmember Blackerby moved to adopt on first reading Ordinance No. 16-3644 with implementation date of January 9, 2017. The motion was duly seconded by Councilmember King and carried by unanimous vote. Mrs. Leslie Schmidt presented for consideration Resolution R16-376, A Resolution of the City Council of the City of Plainview, Texas, Establishing an Economic Development Program in Accordance With Chapter 380 of the Local Government Code; Providing General Criteria for Determining the Amount of a Loan or Grant; Developing an Application Procedure; Authorizing the Mayor to Enter Into Specifically the Economic Development Agreement Attached; and Declaring an Effective Date. This Resolution sets up an economic development program in accordance with Chapter 380 of the Local Government Code. This is another incentive for the City to offer. The public purpose is to reduce unemployment. This resolution sets up the safeguards for the program. This is specifically for renewable energy and electric generation projects. Mayor Dunlap asked for public comment. There was no public comment. Councilmember King moved to accept Resolution R16-376. The motion was duly seconded by Councilmember Blackerby and carried by unanimous vote. Councilmember King moved to go into closed session for deliberations regarding Economic Development Negotiations concerning commercial or financial information received from a business prospect and/or the offer of a financial or other incentive to a business prospect in which the City Council seeks to have locate, stay, or expand in or near the City of Plainview's territory and with which the City Council is conducting economic development negotiations, in accordance with Tex. Gov't Code, Section 551.087. The motion was duly seconded by Councilmember Juarez and carried by unanimous vote. Mayor Dunlap recessed the meeting at 7:38 p.m. Mayor Dunlap called the meeting back in open session at 8:10 p.m. City Council Minutes December 13, 2016 Page 2 of 3 90 Mrs. Schmidt presented for consideration Resolution R16-377, a Resolution of the City Council of the City of Plainview, Texas, Approving a Chapter 380 Economic Development Agreement With General Electric Company Providing an Incentive to Encourage a Renewable Energy and Electric Generation Project Under the City's Economic Development Program in Accordance With Chapter 380 of the Local Government Code; Authorizing the Mayor to Enter Into Specifically the Economic Development Agreement Attached; and Declaring an Effective Date. The City is recommending to accept the Resolution and the attached Agreement. Exhibit "C" states the verification that they will have to submit every year in order for us to reimburse them for any taxes. There is also a recapture provision that if they go into default, then we could go back in and recapture those public monies. Staff recommends passing. Mayor Dunlap asked for public comment. Mike Fox of 808 Itasca with the Plainview Hale County Economic Development Corporation thanked Leslie and Jeffrey for their work. The EDC is supporting this resolution. Councilmember Blackerby moved to adopt Resolution R16-377 for an economic development grant of 65% in accordance with the economic development incentive agreement attached. The option was duly seconded by Councilmember Juarez and carried by unanimous vote.
