The Miaiin Street Program Coordinating Board met Monday, March 2, 2015 in the City Couln!ci:ll
Chambers at City Hall. The meeting was called to order by Main Street Manager, Melinda Brown: at
12,35 P,M.
Board members in attendance were as follows: Beverly McCaskill, Paul Drager ' Phililip, Shackefford,
Debbie McPherson, Dr, Michael Graves, Janice Rayne, Chris Lefevre, and Diiane Book. Others in
attendance, were Teires,sai King, Susan Blackerby, Andrew Freeman, Kelly Carplenter, and Larry Hunter.

Meiinda asked for nominations for Secretary. Janice nominiated Diane. Janice moved by acclamation aind
Beverly seconded this mot�ion. AH approved, and Diaine iis Secretary.
Melinda introduced the guest- Debra Drescher -from the Texas Historical Commission, She is Sta:te
Coordinator of the Main Street Progonducting a serninar in Main Street! 101.

We went on a 15-20 minute wailk in the area of City Hall to look at some empity building structures and
to look at possibilities to renovate for the Program.

Main Street Program. This system called the 4 POINT APPROACH util'izes 4 committees that all work
towards the same goal -Organizationi, Design,, Promotion, Economic Restructuring. We heard from Kelly
Carpenter from the Zoning/Building E�inforce,mient and from Larry Hunter from the City Code
Enforcement. These offices will be working with parts of any preservation/restruction of buNdings in the
Main Street Program,

Special Overlay District, Beverly made a motion to create a Task Force to explore this type of District afto'
Phil seconded the motion. Beverly volunteered to get a Task Force moving toward this direction,
For the 4th of July activities, there was dliscussion on what the Board could do, to help with the plans for
the Red, White, and Mloo event. At this time, it was decided to help with, the parade. The planned
Carshow and Burnout wi�ll be scheduled with 2nd Friday.
Wrapp,ing up the meeting, the Board made a tentative "'To Do" list for Main Street objectives -
Guidance for business owners, curb appeal, work with Downtown Association, create "Entertainment
District", trees, downtown master plan, new construction on some street areas, and' sidewalk dining.
The activities that are presently occurring in Plainview are Art WA/2nd Friday, Cowboy Days, Rodeo,
Walk A Mile in, Her Shoes, Juneteenth, Christmas Parade, and July 4th Days.
Motions were preisented to s0ect committee chairs- Beverly made a motion to nominate Janice ais
Design c!ha,ir and Chris, seconded — committee approved 9-0; Beverly made a motion to nominate Phil as
the Economiic Restruicturiag �tLojr Ilm?",
to nominate Paul as the Promotions chair and Beverly seconded — committee approved 9-0 and.lanice
made a motion to nominate Beverly for Organization chair and Michael seconded — committee
approved 9i-Oi.
Chris made a motion, to adjourn and Jain,ice seconded the motion. This meeting was adjourned at
5:15p.m,
