The Plainview City Council met on June 26, 2001, at 7:00 p.m. in the Council Chambers
of Plainview City Hall, 901 Broadway. The Council met in pre-session at 6:30 p.m. The
agenda for this meeting was posted at City Hall at 11:45 a.m. on June 19, 2001. Mayor
Lloyd C. Woods presided. Councilmembers present were: Sam Parker-District 1; Mike
Hutcherson-District 4; Ross Owen-District 5; Buddy McGehee-District 6; and Irene Favila-
District 7. Councilmembers absent were: Councilmember Mary Jane Shanes-District 2
and Rey Rosas-District 3 were absent.
Staff present were: James P. Jeffers-City Manager; John Berry-Director of Public Works;
John Castro-Director of Community Development; Gary Glass-Fire Chief; Norman
Huggins-Director of Finance; William Mull-Chief of Police; Rusty Reese-Park
Superintendent; Dale Simpson-Director of Civil Service; Matthew Tsakanikas-Main Street
Coordinator; and Belinda Hinojosa-City Secretary.
News media representative present were:
Richard Orr-Plainview Daily Herald.
Guests present were:
Craig Silverthorne.
Councilmember Parker delivered the invocation,
The Girl Scouts led in the Pledge of Allegiance.
Councilmember Owen moved that the Consent Calendar be approved as presented. The
motion, duly seconded by Councilmember Parker, carried by unanimous vote. Items
approved on the Consent Calendar included: approval of the Minutes of June 12, 2001
and June 21, 2001; receipt of departmental reports; approval of expenditures; and
granting of an excused absence for this meeting to Councilmembers Shanes and Rosas.
The Council approved the reappointment of John O. Peck to the Health Department
Board.
Mr. Jeffers presented Ordinance No. 01-3291 designating a certain area as a residential
reinvestment zone in the City of Plainview, Texas to be known as Reinvestment Zone
No. 1; establishing the boundaries thereof; and providing for an effective date. (Second
Reading). The boundaries for the residential reinvestment zone are as follows: from
West 24th Street to Columbia Street then North 140 feet past 32nd Street then west to
Quincy Street and back to 24th Street. Mayor Woods opened the public hearing. There
was no public comment; therefore Mayor Woods closed the public hearing.
Councilmember McGehee moved that the City adopt Ordinance No. 01-3291 designating
the Thunderbird area as a residential tax abatement zone in the City of Plainview. The
motion duly seconded by Mayor Woods, carried by unanimous vote.
Mr. Rusty Reese stated the Parks Advisory Commission had recommended a trail be
constructed at Givens Park at a cost of $9,800. It would consist of 1400 feet of a new 6-
foot walk and 960 feet of an existing 5-foot walk for a total of 2,360 feet. The Commission
also recommended $4,000 in improvements for Travis Trussell Pond. The
improvements to the Pond would be installing benches on the north side of the pond,
constructing a metal cover over the picnic area on the north side and fence slats around
fowl food storage area. The Commission recommended that the balance of $11,200.00
be carried over for future playground improvements. Mayor Woods moved that the City

follow the recommendations of the Park Advisory Commission. The motion duly
seconded by Councilmember Hutcherson, carried by unanimous vote.
Mr. John Castro presented the request of Fred & Clara Robertson for a waiver from the
platting requirements for a tract of land consisting of .87 acres out of the SE part of the
NE/4 of Section 37, Block JK-2 Plainview, Hale County, Texas same being 4709 N.
Columbia Street. City Ordinance requires that property be replatted when less than five
acres are sold. It is the recommendation of the Planning and Zoning Commission to
waive replatting requirements. If in the future developments are made to the property,
they could be asked to comply with this Ordinance. Councilmember McGehee moved
that the waiver be granted. The motion duly seconded by Councilmember Owen carried
by unanimous vote.
Mr. Jeffers advised the Council that present law does not allow schoolteachers, retired
schoolteachers and retired school administrators to receive pay for serving on a municipal
governing body. H JR 85 is a proposed constitutional amendment that will appear on the
November 2001 general election ballot. Mr. Jeffers stated the questiOn before the
Council is what role the City will play in informing the public about H JR 85?
Councilmember McGehee moved that the city staff get information out to the media
regarding H JR 85. The motion duly seconded by Councilmember Owen, carried by
unanimous vote.
There being no further business, Mayor Woods adjourned the meeting at 7:15 p.m.
