HomeMy WebLinkAbout01 0705 min224 The Plainview City Council met on July 5, 2001, at 11:30 a.m. at the Plainview Convention Center, 2902 West 4th Street, Plainview, Texas. The agenda for this meeting was posted in'City Hall at 11:00 a.m on July 2, 2001. Mayor Lloyd C. Woods presided. Councilmembers present were: Sam Parker-District 1; Mary Jane Shanes-District 2; Rey Rosas-District 3; Mike Hutcherson-District 4; Ross Owen-District 5; and Buddy McGehee- District 6. Councilmembers absent were: Irene Favila-District 7 Staff members present were: James P. Jeffers-City Manager; John Berry-Director of Public Works; John Castro-Director of Community Development; Wally Hatch-City Attorney;: Sean Lanier-Assistant Director of Public Works/City Engineer; William Mull- Chief of Police; Kevin Whisenant-Fire Captain; Dale Simpson-Director of Civil Service; Matthew Tsakanikas-Main Street Coordinator; and Belinda Hinojosa-City Secretary. Guests present were: Ron Trusler and James Winer. News media representatives present were: Richard Orr-Plainview Daily Herald. Councilmember Shanes delivered the invocation. Councilmember Favila-District 7 was granted an excused absence for this meeting. The Council and Staff then reviewed the agenda for the City Council meeting of July 10, 2001. (Rural) $ 475.410.073 $2,199.722 41.6% The chart shows that Plainview residents make 58.4% of the county's tax dollars. He gave an example in regards to the request to the county for assistance with regard to the Hike/Bike trail. If the County were to aid in the funding of the hike/bike trail, Plainview taxpayers would be paying 75% of the project. He stated the City of Plainview had the second lowest tax rate; the only one that was lower was Edmonson, who does not have a tax rate. City of Plainview City Council Minutes July 5, 2001 Page 1 of 1 Mr. Berry stated the seal-coating project was 50% complete. The seal-coating season is from June to the end of August. He stated the work this year is in line to be completed by the last of August. The budgeted amount for the seal coat project is $124,000.00, which includes materials only. The City seal coats 200,000 square yards each year. By doing the seal coating itself each year, the City saves .20 cents to .26 cents a square yard per year, fora total approximate savings of $40,000.00. The City does bid out for the asphalt and rock. Chief Mull advised the Council that state regulators had developed policies regarding racial profiling, The bill was signed on June 14th and becomes effective September 1, 2001 with the City to be in compliance by January 1, 2002. It requires each department to adopt a racial profiling policy. It requires the collection of information for each traffic/pedestrian stop (patrol units only) with annual report to be submitted of the information collected. One option would be hand held ticket machines, which the City had once looked into, but at the time the costs were excessive. Another option would be to install video cameras in each motor vehicle regularly used to make traffic stops with the tapes to be maintained 90 days. If this option were taken, an annual report would not be required. The Texas Commission on Law Enforcement Officer Standards and Education (TCLEOSE) shall develop guidelines for compiling and reporting information. The City will wait until the TexaS Commission on Law Enforcement Officer Standards and Education develops the guidelines. Habit for Humanity will soon begin construction of its second home. Mr. Jeffers stated he would like to put into ordinance format that the City would waive utility tapping fees, building inspection fees and to forego monthly service charge for water, sewer and sanitation during the construction phase of Habitat. Approximate fees for 1,200 square foot home with 5/8 inch tap for six months would be water meter tap - $240.00; building inspection fees - $156.00; and water, sewer, sanitation usage for six months - $206.58 for a total of $602.58.
