'LANNING & ZONING COMMISSION MEETING MINUTES
Thursday, October 22, 1992, 7 :30 P.M., City Hall
Presession - 7 :00 P.M.
Members present were Ron Gammage, Chairman, Norvene Owen, Jim
Graham, and Gene Hembre.
Staff present were: Bill Hogge, Director of Public Works; Larry
Gould, Building Inspections; Jim Lindstrom, Code Enforcement;
and Janice Anderson, Secretary for Community Services.
Bill Hogge presented the Preliminary Plat of Westridge Park, Unit
No. 5, Planview, Hale County, Texas for consideration.
After a discussion of the plat Gene Hembree moved, seconded by
Norvene Owen to recommend for approval with the following
stipulations:
1) That the lots be renumbered to conform to an accurate
extension of the lot numbers in the Re -Plat of Lots
110 -123, Westridge Park, Unit No. 4, and to provide for
future lot number sequence: Lot 139 to become Lot 133,
Lot 149 to become Lot 143, Lot 129 to become Lot 144
and Lot 138 to become Lot 153.
2) That West 2nd Street between new Lots 143 and 144
(shown as Lots 149 and 129, respectively, on the
submitted plat) have a right -of -way width of 75 feet to
match existing West 2nd Street to the east.
3) That new Lot 143 (shown as Lot 149 on the submitted
plat) have a corner curve radius of 30 feet.
4) That the name of the proposed street be West 2nd Street
throughout its entire length.
5) That the west half of Westridge Road be dedicated to
create a total right -of -width of 120 feet if possible,
but not less than 100 feet, and that said additional
right -of -way be shown on the Final Plat.
6) That a water main easement 15 feet in width for a fire
hydrant supply line be dedicated along the southeast
edge of new Lot 149 (shown as Lot 134 on the submitted
plat) and that said easement be shown on the Final
Plat.

Brandon Brownlee moved, seconded by Gene Hembree to recommend for
approval Zone Case No. 596 as the newly annexed land should be
zoned as the land is used which is R -1 (Single - Family Residential
District) and is the normal process for annexed land. Motion
carried unanimously.
With no further business meetin adjourned.

7) That a water main easement 15 feet in width for the
extension of the 8 inch water main existing in West 2nd
Street be dedicated along the northwest edge of new Lot
145 (shown as Lot 130 on the submitted plat) and that
said easement be shown on the Final Plat.
8) That an electrical line easement 10 feet in width for a
power supply line to a future street light be dedicated
along the northwest edge of new Lot 148 (shown as Lot
133 on the submitted plat) and that said easement be
shown on the Final Plat.
9) That new Lot 153 (shown as Lot 138 on the submitted
plat) have a rear lot line width of 75 feet minimum.
Motion carried unanimously.
Zone Case No. 594, request of Ron Roberts and Melvin Bennett for
a Specific Use Permit to construct self - storage(mini- warehouses)
units in a C -3 Zoning District, being Lots 1, 2 and 3, Block 1,
Allen Subdivision and located at 3009 W. 7th Street was presented
to the board by Larry Gould.
Norvene Owen moved, seconded by Gene Hembree to open the public
hearing. Motion carried unanimously.
Ron Roberts was present to answer any questions the board may
have. There was no one present in opposition.
After a short discussion, Brandon Brownlee moved, seconded by
Gene Hembree to close the public hearing. Motion carried
unanimously.
Brandon Brownlee moved, seconded by Jim Graham to recommend for
approval Zone Case No. 594 as it would improve the property and
it is a suitable use for the area. Motion carried unanimously.
Zone Case No. 596, request of the City of Plainview to rezone
from a to R -1 Zoning District being a 33.7 acre tract out of the
west part of Survey No. 28, and the east part of Survey No. 21,
Block JK -2, Hale Coumty, Texas, and generally located at
Kirchwood Drive, Yucca Terrace, Navasota Drive, Karen and
Westridge Road, was presented by Larry Gould.
Gene Hembree moved, seconded by Jim Graham to open the public
hearing. Motion carried unanimously.
With no one present to speak in favor or in opposition of the
case, Brandon Brownlee moved, seconded by Gene Hembree to close
the public hearing. Motion carried unanimously.
