LANNING & ZONING COMMISSION MINUTES
Thursday, March 25, 1993, 7:30 p.m.
Council Chambers, 901 Broadway
Members present were Pam Moore, Chairman, Norvene Owen, Gene Hembree, Brandon
Brownlee, Mark Warren, and Jim Graham.
Staff present were Diane Groh, Director for Community Services; and Janice Anderson,
Secretary, Community Services.
Diane Groh presented Zone Case No. 604, request of Dan DeAsis to rezone newly annexed
land from an A (Agricultural District) to a R -1 (Single Family Residential District) Zoning
District property with a general location bounded by Westridge Road, N. 4th Street, Mesa
Circle, Navasota Drive and Horseshoe Bend.
Norvene Owen moved, seconded by Brandon Brownlee to open the public hearing on Case
No. 604. Motion carried unanimously.
With no discussion or question from the commission and no one speaking in favor of or
against Case No. 604 Gene Hembree moved, seconded by Norvene Owen to close the public
hearing.
Gene Hembree moved, seconded by Norvene Owen to recommend for approval to the City
Council Case No. 604 for the zone change of A to R -1 as it will fit the Master Plan and
surrounding area. Motion carried unanimously.
Diane Groh presented Zone Case No. 605, request of Roger Lowe to rezone from a R -2
(Single Family Residential District) Zoning District to a C -2 ((Light Retail and Commercial
District) Zoning District for use as a supermarket described as a 300' x 400' Tract out of
NE/C of Pre Z. T. Maxwell (2.75 acres) and generally located at 103 South Broadway.
Brandon Brownlee moved, seconded by Mark Warren to open the public hearing. Motion
carried unanimously.
A representative for Mr. Lowe stated that they planned to open in late August or early
September and would employ approximate 30 to 35 persons. It would consist of six (6)
checkout stands, bakery, deli, and floral facilities. Hopefully a pharmacy would become a
part of it in the future.
With no further questions Mark Warren moved, seconded by Gene Hembree to close the
public hearing. Motion carried unanimously.

Norvene Owen moved, seconded by Mark Warren to recommend for approval to the City
Council Case No. 605 as this property has been commercial property in the past and would be
an assett to the community. Motion carried unanimously.
With no further business before the commission, meeting adjourned.
