HomeMy WebLinkAbout04.14.1994 MINUTES PLANNING AND ZONING COMMISSION APRIL 14, 1994 MINUTES The regular meeting of the City of Plainview Planning and Zoning Commission was called to order by Chairman, Robert Carter. Board members present were: Robert Carter, Chairman, Brandon Brownlee, Gene Hembree, Ingrid Graves, Jim Graham, Gary Stone, Mark Warren, Frankie Carter and Lynn Davis. Staff present were: Muff London, Director of Community Development. Brandon Brownlee made a motion to approve the minutes of the last meeting as written, Gene Hembree seconded. Motion passed 7 - 0. Zone Case 618 was presented by Muff London, Director of Community Development with the use of a video tape and transparencies. Ms. London's office had received 5 responses in favor of the proposed zone change from a Residential -1 Zoning District to a Commercial - 1 Neighborhood Service Zoning District. Mark Warren made a motion to open a public hearing, seconded by Frankie Carter. Motion passed 7 - 0. Chairman, Robert Carter asked for anyone opposed to come forward and express their concerns to the Board. Leslie McNeal came forward and stated he was not on the mailing list but the property he lived on was listed under Hugh Anderson, at 1500 N Walter Griffin. Mr. McNeal was not opposed to the zone change, but requested more information about what types of business would be allowed in the new zone. Chairman, Robert Carter, mentioned several businesses including, laundry mats, offices, and restaurants. Ernestine Curry, who owns property at 1700 Walter Griffin, 109 E Carver, and 105 E Carver stated that she was not for or against the zone change, but was concerned about the type of development that could occur. She has vacant lots between homes and needs more information on the type of construction which could possibly take place on those lots. Chairman, Robert Carter asked for anyone in favor of the proposed zone change to come forward and express their opinions to the Board. Councilman, Alton Jackson, 608 W 18th, spoke, stated he had taken the request for this zone change to the City Council following request from his constituents. Chenil Smoot spoke in favor of the proposed zone change and stated that it would bring desired development to the area. r � Gary Stone made a motion to close the public hearing, seconded b Hembree. Motion passed 7 - 0. Board member Mark Warren asked Alton Jackson why businesses didn't succeed in that area before. Mr. Jackson said there was no access to the west side of town. Because of this the 1989 Comprehensive .Plan excluded this area from any commercial zoning. Mr. Jackson said that once 16th street is re- opened, that would no longer be a problem. Gene Hembree made a motion that the area located at 1409 -1413, 1500, 1502, 1508, 1510, 1512, 1514, 1521, 1600, 1614, 1700, 1704, 1712, 1714, 1801, 1811 and 1601 -1721 (old Booker T. Washington School property) Walter Griffin Street; 100, 101, 102, 105, 107, 108, and 109 Carver Street; 102, 106 and 108 Campbell Street; 103, 105, and 107 Brazier Street; and 1607 and 1715 N. Broadway Street be re -zoned from an R -2, Residential - 2, Zoning District to a C -1, Commercial - 1 Neighborhood Service, Zoning District, as presented, and recommend approval by the City Council.
