CITY OF PLAINVIEW
PLANNING AND ZONING COMMISSION
MINUTES
DECEMBER 8, 1994
The meeting was called to order by Chairman, Robert Carter.
Commission members present were: Brandon Brownlee, Gene Hembree, Jim Graham,
Chairman, Robert Carter, Mark Warren, Frankie Carter and Lynn Davis.
Staff members present were: Muff London, Director of Community Development, and
John Berry, Assistant Director of Public Works.
Brandon Brownlee made a motion to approve the minutes of the last meeting as written,
seconded by Jim Graham. Motion passed 7 - 0.
Chairman, Robert Carter asked that the Commission hear Zone Case 624 first, because
of a conflict.
Muff London, Director of Community Development presented Zone Case 624, the request
of Mike Perry on behalf of the Glad Tidng Worship Center, for a Specific Use Permit to
construct a new sanctuary on Lots 8, 9 & 10 of Blk 1 of the Prosser Subcivision in an R-
2, Residential 2 Zoning District. Ms. London used transparencies of the proposed
construction and location of the property. She stated that the plans have met the
landscaping requirements and there is plenty of parking. The staff had no problems with
granting the building permit, but the City Ordinance calls for a Specific Use Permit. Ms.
London read a response in favor by Florence Abbott, 300 SE 8th. There were no
responses against the request. Ms. London stated staff recommends that the Specific
Use permit be granted.
Lynn Davis made a motion to open a public hearing, seconded by Brandon Brownlee.
Motion passed 7 - 0. Robert Carter asked anyone in favor of the request to come
forward and address the Commission. Mike Peny came forward on behalf of the
congregation of the Glad Tidings Worship Center. Mr. Perry told the Commission that the
congregation had outgrown the current sanctuary and needed more seating space. There
was no one at the meeting opposed to the request. Frankie Carter made a motion to
close the public hearing, seconded by Jim Graham. Motion passed 7 - 0.
Brandon Brownlee made a motion to recommend to the City Council that they approve
the request of Mike Perry on behalf of the Glad Tiding Worship Center for a Specific Use
permit to construct a new sanctuary at 301 SE 9th. The motion was seconded by Jim
Graham. Motion passed 7 - 0.
Muff London presented Zone Case 623:

The request of Frank and Max Gabriel to rezone the following properties:
1. A 10.12 acre tract located in the Northeast part of Section 29, Blk JK -2, Hale
County, known as Tract "B" on the proposed Preliminary Plat of La Mesa
Subdivision, Unit No. 3, from A, Agriculture, and C -3, Commercial Zoning
Districts to MF -2, Multi - family -2 Zoning District.
2. A 2.07 acre tract located in the Northeast part of Section 29, Blk JK -2, Hale
County, Texas, known as Lots 29 through 33 on the proposed Preliminary Plat of
La Mesa Subdivision, Unit No. 3, from A, Agriculture to R-1, Residential -1
Zoning District.
3. A 8.02 acre tract located in the Northeast part of Section 29, Blk JK-2, Hale
County, Texas known as Lot 1 through 28 on the proposed Preliminary Plat of La
Mesa Subdivision, Unit No. 3, from A, Agriculture to 2F, Duplex and Garden
(Patio) Home Residential District.
4. A 2.70 acre tract located in the Northeast part of Section 29, blk'3K -2, Hale
County, Texas known as tracts "C" and "D" on the proposed Preliminary Plat of
La Mesa Subdivision, Unit No. 3, from A, Agriculture to 0, Office Zoning
District.
S. A 1.76 acre tract located in Section 29, Blk JK-2, Hale County, Texas known as
Tract "E" on the Preliminary Plat of La Mesa Subdivision, Unit No. 3, from A,
Agricuhure to C-3, Commercial -3 Zoning District.
Ms. London used transparencies of the property to explain the location of the different
changes. She also pointed out the traffic flow addressed on the Preliminary plat. Staff
recommends that all zone changes be approved.
Mark Warren made a motion to open a public hearing, seconded by Gene Hembree.
Motion passed 7 - 0. Chairman, Robert Carter, asked any one in favor of the zone
changes to come forward. Burl Masters, Masters and Associates, of Lubbock, Texas,
representing Mr. Frank and Max Gabriel came forward to address the commission. Mr.
Masters explained that the development of this property is set up in phases. Phase one
will be approximately 33 lots to be developed as duplexes, patio homes and single family
homes. Second phase will start some multi- family and more residential construction and
so will the third and fourth phase. Mr. Masters stated that the commercial developmetn
will come as businesses show interest in the property. Chairman, Robert Carter asked
for anyone opposed to the zone change to come forward. There was no response so
Frankie Carter made a motion to close the public hearing, with Jim Graham seconding.
The motion passed 7 - 0.
Gene Hembree made a motion to recommend that the City Council approve the request
of Frank and Max Gabriel in Zone Case 623, as requested. Jim Graham seconded the
motion, motion passed 7 - 0.

14. Southwest 8th should be considered to extend west to the Interstate 1 -27.
Block along The Interstate exceed 1,320 ft.
15. Easements Requested By Southwestern Public Service be dedicated.
16. 15 ft. setbacks be changed to 20 ft. setbacks on proposed. Hillside Street.
The motion was seconded by Brandon Brownlee, motion passed 7 - 0.
John Berry, Assistant Director of Public Works presented the Preliminary Plat of the
Plainview Manor, L.P., Plainview, Hale County, Texas. With the aid of transparencies Mr.
Berry stated that the location will be west of Ennis Street on Hwy 194, east of Rio Concha
Mobile Home Park. Mr. Berry explained that the plat had been revised to extend Kermit
Dr. and they have dedicated a 25' alley and an easement for sewer lines. Robert Carter
ask about a call which was in error. Mr. Berry stated that the surveyor was aware of the
error and was correcting it. Mr. Carter stated that the error was made by a professional
surveyor. The bearing distance of 325.68 is in error. Mark Warren made a motion to
recommend that the City Council approve the Preliminary Plat of the Plainview Manor,
L.P. Plainview, Hale County, Texas with the bearing distance corrected. Brandon
Brownlee seconded the motion. Motion passed 7 - 0.
Muff London Director of Community Development led a discussion of Annexation.
Following review and discussion of East Hwy 70 for the purpose of Annexation, the
Commission agreed to use the first Railroad Tracks as the North boundary. Brandon
Brownlee made a motion that the City Council consider annexing the area East of the
present city limits, with the North boundary the Railroad tracks, to extend 1,000 feet
South across Hwy 70 and to end at the county road just east of the new prison site.
Seconded by Mark Warren. Motion passed 7 - 0.
Mark Warren made a motion to adjoum, seconded by Gene Hembree. Motion passed
7 - 0.

John Berry, Assistant Director of Public Works presented the Preliminary Plat of the La
Mesa Subdivision, Unit no. 3, Plainview, Hale County, Texas. With the use of
transparencies Mr. Berry pointed out changes which needed to be made before the final
plat is presented to the City Council for approval. Roland Asebedo, City of Plainview, Fire
Marshall, presented other recommendations from the Fre Department. Mr. Asebedo
pointed out the difficulty in dealing with cul-de -sacs in the event of a fire. He stated that
a fire lane barrier allowing access to the cul-de -sacs, and avoid having to back the fire
trucks into them in case of fire. Mr. Asebedo explained the break -away barriers used in
these type fire lanes in Amarillo and Lubbock and recommended that these be
considered. He also asked that the cul- de-sac on S. Itasca in the Preliminary Plat, be
reversed for entrance from the west to reduce response time to that area. Mr. Masters
addressed the concems expressed by Mr. Berry and Mr. Asebedo. He also stated that
by the time this reaches a final plat stage there could be many more changes.
Gene Hembree made a motion to recommend that the City Council approve the
Preliminary Plat of the La Mesa Subdivision, Unit No. 3, Plainview, Hale County, Texas
with the following considerations:
1. Plat doesn't have proper closure.
2. Phone number of owner shall be on Plat.
3. Proposed Itasca should have a 75' right -of -way, it is in a commercial zone.
4. Proposed South Hillside street exceeds 400 ft. Max. length for dead end
street by 120 ft. Southwest 9th also exceeds Max. length for dead end street by
20 ft..
5. Consider Southwest 9th and Southwest 10th to only have one cul-de -sacs.
6. Consider Fire access on North end of proposed Hillside St..
7. Provide reserve curves to connect tum- around to tangents of streets.
8. 25 ft. radii on acute comers.
9. South Hillside St. should be changed to South Holliday Dr.
10. The street south of proposed Southwest 11th be named in order to conform
to the street above it.
11. Proposed South Itasca & Southwest 11 St. be named some type of drive.
12. Lot numbers will have to start with (Lot 9) not Lot 1.
13. Alley west of South Itasca Dr. should be 25 ft. wide, it is in a commercial
zone.
