MINUTES
AUGUST 14, 1997
The meeting was called to order by Planning and Zoning Commission Chairman,
Gene Hembree at 7:30 P. M.
Commission members present: Gene Hembree, David Julian, Frankie Carter, and
Lynn Davis.
Staff member present: John Castro, Director of Community Services, Ches Carthel,
Director of Public Works /City Engineer, and Debra Washington, Secretary for
Community Services.
Frankie Carter made a motion to approve the minutes from the last meeting and are to
be are to be read in the next meeting. David Julian second the motion. Motion passed
4 -0.
Ches Carthel presented the Final Plat for Ridgecrest Addition, Unit No. 2 and
application for closing the alley . Mr. Carthel also discussed the request to incorporate
the alley on the south side of Lot 56. The Commission had previously discussed the
on the south side making two easements and after talking with utility companies and
the city attorney, it was confirmed this was the best option. The other item to discuss
is closure of the strip on the west side, which was originally twenty -five feet wide
because it was a commercial area. Since rezoning, five feet will need to be
incorporated in the subdivision.
There were no protest from adjacent land owners but a letter was received from
Southwestern Bell that indicated in the five feet easement, they have a telephone line
and either the developer will have to pay to relocate the telephone line or they will
have to be given an easement for the phone line. By donating the easement, they will
get to use the property which would be a viable solution and won't affect the setback.
We are waiting to receive construction plans and the contractor is in Plainview.
Currently we are waiting for a survey and as soon it is received, the plan can be
completed. Deposits for construction costs for water, sewer, and pavement have not
been paid and the estimated cost is $97,000. Kirchwood would be extended from
current location to the service road on the interstate. City of Plainview pays for half of
the paving, water, sewer for Kirchwood Drive. David Julian moved to approve the
Ridgecrest Addition No. 2 with the exceptions: dedication deed to be submitted,
construction plans submitted, and deposit for water, sewer, paving and telephone
easement on east side of property. Frankie second the motion. It passed
unanimously, 4 -0.
