MINUTES
October 23, 1997
The meeting was called to order by Acting Chairman, Gene Hembree
Commission Members Present: David Julian, Gene Hembree, Lynn Davis, and Frankie
Carter.
Other present: Jim Jeffers, City Manager
Staff Members present: John Castro, Director of Community Services, Debra
Washington, Secretary of Community Services.
David Julian made a motion to approve the minutes of the last meeting, second by
Frankie Carter. Motion passed 4 -0.
The item to be discussed on the agenda the presentation of the committee's
recommendation for Bond Infrastructure.
Jim Jeffers began by discussing the letter received by Coldwell Banker, Rick Canup
Realtors. The letter elaborates on correct procedure involved in requesting relocation
by the State Highway Department of the off -ramp located on the west side of 1 -27 south
of 13th street.
Jeff Whitaker, an architect that we have been consulting with, spoke with Mike Craig of
the State Highway Department in Plainview. Mr. Craig said the state would consider the
relocation if the City of Plainview makes a formal request for the relocation.
Mr. Jeffers asks if the P & Z would like to move the ramp north along 1 -27.
We previously asked for the ramp to be moved.
The P & Z will need to have a public hearing on where the ramp should be and the board
should meet with Mike Curry to explain the rules and guidelines.
Mr. Jeffers states the property at this location has a need for this ramp. The cost is
approximately $250,000.
David Julian says this sound like a good idea.
Gene Hembree states a pedestrian could get hurt with the present ramp situation.
Jim Jeffers discusses safety issues about the ramp. The public support is showing some
support for safety issues concerning the ramp.
Mr. Jeffers asks the commission if they believe moving the off -ramp is a plausible end
result?
Lynn Davis asks if there is a way to leave the ramp in place and build another.
Mr. Davis states the issue is the property in the loop beltway (Southwest 3rd - Southwest
4th). The Columbia and Date Street project should be completed by 1998.
David Julian suggests extending the project to E -70. 24th Street would be taken over by
the state.
There are traffic concerns and questions.
Gene Hembree asks about power and sewer lines. He states this is a nice project.
Jim Jeffers says 24th street is familiar to many people in Plainview and
we need to let the public know to use 34th Street.
On Joliet, by the school, the pavement stops.
Gene Hembree states 5th Street is a popular route for people of Plainview to travel and
after 34th is completed, it will probably make traveling easier.
Jim Jeffers wants to get more information on the project so accurate figures can be
presented at a public meeting held at a later date.
Gene Hembree states the project will be costly.
David Julian asks how expensive is an overpass.
Jim Jeffers states $5 -7 million. That is a rough estimate for a 5 -lane road.
Lynn Davis replies it cannot be built over water line.
Gene Hembree states the Right -of -Way on water line is 60'." Whatever we send to the
state, we will have to live with it."
John Castro believes the P & Z can address the issues and have Mr. Craig come in to
answer the questions.
Jim Jeffers says the street improvement fund will generate $250,000 per year. Some
things in time will change and hopefully most of it will get done.
We need to take advantage of the speaker. Annexation is often misinformed about.
John Castro asks if the commission wants the proposed transportation on the next
agenda.
It is decided the thoroughfare will be on the next agenda with PZ Case no. 648 and 649.
With no further business, the meeting adjourned.
