HomeMy WebLinkAbout01.14.1999 MINUTES PLANNING & ZONING MINUTES JANUARY 14TH, 1999 BOARD MEMBERS PRESENT: Jim Graham, David Julian, Peter Moll, Frankie Carter, Lynn Davis, Tim Branch and Paul Drager STAFF MEMBERS PRESENT: John Castro, Director of Community Development and Sharla Rucker, Secretary OTHERS PRESENT: Jose Pardo and Arnold Pardo First item on the agenda, Tim Branch, Peter Moll and Paul Drager take the Board's Oath. Second item on the agenda, approval of minutes. Frankie Carter made motion to accept minutes as read and David Julian seconded. Motion carried 7 -0. Third item on the agenda, case #671, the request of Jose Pardo for the re- zoning of the property at 402 & 404 W. 17th Street from a M -1 and C -3 Zoning District to a R -2 Zoning District. John Castro showed pictures of property to board members and explained where property divided up from a M -1 to a C -3. Mr. Castro stated that there were two responses received back from the surrounding properties. One response had no objection, one response was opposed. Mr. Castro read the response that was opposed to the re- zoning. "This man, Mr. Pardo never gets good people, they're very undesirable people and all he wants to bring in is old houses which does not help our neighborhood, next to the lot which he proposed is a house owned by him, it is an example of his idea of keeping a house maintained ". John Castro stated that staff had no problems with this request. Paul Drager made motion to open public hearing and Frankie Carter seconded. Motion carried 7 -0. Lynn asked for anyone would like to speak in opposition to come forward, none came forward. Lynn then ask if anyone would like to speak in favor. Arnold Pardo, took the floor to speak on behalf of his father, Jose Pardo. Arnold stated that his father wanted to put rent houses on the property and the property would be kept clean. Mr. Drager asked Arnold if they were planning on moving houses in and he replied yes, in the future that was their plans. David Julian made motion to close public hearing and Peter Moll seconded. Motion carried 7 -0. No other questions or comments were brought forward. David Julian made motion that the request of Jose Pardo be accepted as presented and be sent on to City Council and Jim Graham seconded. Motion carried 7 -0. MEETING ADJOURNED CHAIRMAN SECRETARY
