HomeMy WebLinkAboutCouncil Minutes 02-28-2017108 The Plainview City Council met on February 28, 2017 at 7:00 p.m. in the City Council Chambers of the Plainview City Hall at 901 Broadway. The agenda for this meeting was posted in City Hall at 5:10 p.m. on February 24, 2017. Mayor Wendell Dunlap presided. Councilmembers present were: Charles Starnes -District 1, Larry Williams -District 2, Norma Juarez -District 3, Teressa King -District 4, Susan Blackerby-District 5, and Oliver Aldape-District 7. Councilmember John Gatica-District 6 was absent. Staff members present were: Jeffrey Snyder -City Manager, Andrew Freeman -Assistant City Manager, Leslie Schmidt -City Attorney, Tim Crosswhite-Director of Public Works, Sarianne Beversdorf-Director of Finance, Rusty Powers -Fire Chief, Ken Coughlin -Police Chief, Isauro Gutierrez -Information Technology Manager, Cris Valverde -Community Development Manager, Paul Kite -Assistant Director of Utilities and Belinda Hinojosa-City Secretary. News Media Present: Doug McDonough -Plainview Herald Guests Present were: Kaitlyn Jones, Priya Bhakta, Misty Bass, Josue Duran, Meredith Frigo, Emma Rodriguez, Nita C. Tovanche, Joel Steed, Brandon Brownlee, Jorge Sanchez and Mario Landeros Mayor Pro Tem Charles Starnes delivered the invocation and led in the pledge of allegiance. Councilmember Larry Williams moved to approve the consent calendar. The motion was duly seconded by Councilmember Juarez and carried by unanimous vote. Items approved on the consent calendar included the granting of an excused absence to Councilmember John Gatica; approval of the minutes of February 9, 2017 and February 14, 2017; and approval of financial reports. Brandon Brownlee, Chairman of the Plainview Housing Authority presented the Plainview Housing Authority Annual Report. Mayor Pro Tem Charles Starnes moved to accept the Plainview Housing Authority Annual Report. The motion was duly seconded by Councilmember Blackerby and carried by unanimous vote. Ken Coughlin, Police Chief presented the 2016 Racial Profiling Report. He stated there were no racial profiling complaints. Councilmember King moved to accept the Racial Profiling Report. The motion was duly seconded by Councilmember Juarez and carried by unanimous vote. Mayor Dunlap presented for consideration on second reading Ordinance No. 17-3648, an Ordinance of the City Council for the City of Plainview, Texas Amending Chapter 3, Article 3.03, Division 4, Energy Conservation Code and Division 5, Existing Building Code, of the City Of Plainview Code Of Ordinances; To Adopt The International Energy Conservation Code (2015 Edition) And The International Existing Building Code (2015 Edition); Repealed; Cumulativeness Clause; Severability Clause; Conflicts Clause, And Effective Date. Councilmember Blackerby moved to adopt Ordinance No. 17-3648 on second reading. The motion was duly seconded by Councilmember Aldape and carried by unanimous vote. Mr. Dunlap presented for consideration on second reading Ordinance No. 17-3649, an Ordinance of the City Council for the City of Plainview, Texas Authorizing the Transfer of Certain Real Property in the City of Plainview, Texas to Hale County, Texas, in Accordance with Section 272.001 of the Texas Local Government Code; Authorizing the Mayor to Execute all Documents Necessary to Transfer Ownership; Repealed; Cumulativeness Clause; Severability Clause; Conflicts Clause; And Effective Date. Since this was the second of two readings, the Council chose to forego staff briefing and asked for public comment. There was no public comment. Councilmember Williams moved to adopt Ordinance No. 17-3649 on second reading. The motion was duly seconded by Councilmember King and carried by unanimous vote. Tim Crosswhite, Director of Public Works presented for consideration to authorize Mayor to sign Contract with Allen Doggett Construction for the Milwee Lift Station Project in the amount of $682,617.50. This project will replace two dry well lift stations into one wet well lift station. Staff recommends approval. Mayor Dunlap asked for public comment. There was no public comment. Councilmember Blackerby moved to authorize Mayor to sign Contract with Allen Doggett Construction for the Milwee Lift Station Project in the amount of $682,617.50. The motion was duly seconded by Councilmember Juarez and carried by unanimous vote. Mr. Crosswhite presented for consideration to authorize Mayor to sign Contract with Deerwood Construction for the Milwee Sanitary Sewer Line Replacement Project. This second piece is to install an 18" line to tie into the new Milwee Lift Station. The lowest bidder was Deerwood Construction in the amount of $886,854.72. Mayor Dunlap asked for public comment. There was no public comment. Mayor Pro Tem Starnes moved to authorize Mayor to sign Contract with Deerwood Construction for the Milwee Sanitary Sewer Line Replacement Project in the amount of $886,854.72. The motion was duly seconded by Councilmember Williams and carried by unanimous vote. Mayor Dunlap presented to consider nomination for unexpired term for the Hale County Appraisal District Board. Bobby McGehee has resigned from the board. Mayor Dunlap has asked Councilmember Susan Blackerby to serve and she has agreed. Mayor Dunlap asked for public comment. There was no public comment. Mayor Pro Tem Starnes moved to nominate Susan Blackerby to fill the unexpired term for the Hale County Appraisal District Board. The motion was duly seconded by Councilmember Juarez and carried by a vote of 6 "for" the motion. Councilmember Susan Blackerby abstained from voting.
