A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLAINVIEW,
TEXAS, APPROVING THE REQUEST OF TEXAS CENTRAL
HEMOPHILIA ASSOCIATION STEERING COMMITTEE TO HOST THE
WEST TEXAS WALK FOR BLEEDING DISORDERS 5K; AUTHORIZING
THE FILING OF THE AGREEMENT FOR THE TEMPORARY CLOSURE
OF STATE RIGHT-OF-WAY WITH THE TEXAS DEPARTMENT OF
TRANSPORTATION FOR THIS EVENT; DECLARING THAT THE EVENT
SERVES A PUBLIC PURPOSE; AND AGREEING TO COMPLY WITH
REGULATIONS.
WHEREAS, the Texas Department of Transportation owns and operates State
Highway 194 (Quincy Street) in the corporate limits of the City of Plainview; and
WHEREAS, the Texas Central Hemophilia Association Steering Committee
(Committee) desires to sponsor a 5K walk in the City of Plainview to provide public
awareness of bleeding disorders; and
WHEREAS, the City of Plainview received a request on March 8, 2017 from the
Committee for police assistance in its event for Saturday, April 22, 2017; and
WHEREAS, the Committee's request for a 5K walk will include a street procession
beginning at Wayland Baptist University's Hilliard Field, then it will proceed east on West
6th Street crossing Highway 194 (Quincy Street). The return route will involve crossing
Highway 194 at W. 8th Street. This event will begin at 8:00 a.m. on April 22, 2017; and
WHEREAS, the City Council of the City of Plainview finds that such event serves
a public purpose in that it increases the public awareness in the importance of hemophilia;
and
WHEREAS, the City Council of the City of Plainview, Texas finds it in the best
interest for the citizens of Plainview that the Committee's first annual event be held this
year, 2017, on April 22nd and use the above referenced routes; and
WHEREAS, the Texas Department of Transportation requires the Local
Government to submit a completed Agreement for the Temporary Closure of State Right -
of -Way for use of Highway 194 at West 6th Street and West 8th Street in such public
events; and
WHEREAS, the City Council designates Mayor Wendell Dunlap as the City's
authorized official. The authorized official is given the power to apply for or terminate such
Agreement on behalf of the City.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Plainview that:

The request from the Texas Central Hemophilia Association Steering Committee
for the April 22, 2017 first annual West Texas Walk for Bleeding Disorders is hereby
approved.
The public purpose of this event is to increase the public awareness in the
importance of bleeding disorders.
Submission of the completed AGREEMENT FOR THE TEMPORARY CLOSURE
OF STATE RIGHT-OF-WAY with the Texas Department of Transportation is hereby
approved.
IV.
The Mayor is hereby authorized and directed to execute, respectively, on behalf
of the City of Plainview, all necessary documents, including the AGREEMENT FOR
THE TEMPORARY CLOSURE OF STATE RIGHT-OF-WAY, to complete the preparation
process for the West Texas Walk for Bleeding Disorders.
