Alderman Kiker moved that the ordinance pass' first reading; seconded by Alderman 2rogge and carried by the follewing vote At'ES: NOES: Kiker, Erogge, Hancock, Osborne, ~atson. Plainview, Texas deems it advisable to issue bonds of the said-City for the purpose hereinafter mentioned. NOW THERE~ 0RE, BE IT 0RDAI~D BY THE CITY C0~UNCIL 0F THE CITY That an election be held on the 22nd day of September, 1938, at which election the following proposition shall be submitted: Shall the City Council of the City of Plainview, Texas. be authorize~ to issu~ the bonds Of the City of Plainvi~w. Texas, in the sum Of ~hi~ty- Six Thousand Dollars ($36.000.00) bearing interest at the rate of Four per cent (4%) per amnu~, matur- ing serially October l, 194~ to 1950. and tG levy a tax sufficient to pay the interest on said bonds and provide a sinking fund with which to pay the principal a~ maturity, for the purpose of con- structing ~d equipping a city hall within thg city of Plainview, Texas and purchase of site therefor, as authorized by the Constitution and Zaws of the ~tate of Texas? II. Said election shall be held at City Hall in said Oity and the following named persons are hereby appoint- ed officers to hold said election: ~.. ~. Neharg, ~rs. Z. B. Platt, ~s. Guy Jacob, ~&rs. Z. C. Wayl~nd, D~rs. Z. J. Halber~, ~anager judge, Judge, C~erk, Clerk. III. That s~id election shall be held under the provis- ions of the Constitution and laws of the State of Texas, and the Charter of the City of Plainview, m~d only qualified elect- ors of the 0ity of Plainview who own t~xable property in said City and who have duly rendered the same for taxation, shall be qualified to vote. IV, That all voters who favor the foregoing proposition to issue bonds for the ~urpose of constructing and equipping a city hall and purchase of site therefor shall have written or printed on their ballots, the words: "FOE THE ISSUANCE OF BONDS POP. THE Pb~RPOSE 0~. CONSTRUCTING AND EQUIPPING A~'~ITY H~LL ~.~D PURCHASE O~~ SITE THEP~EPOR AND THE IEVY OF ~& TAX IN PAY~NT THEREOF" Those opposing shall have written or printed on their ballots, the words: "~.GA!~ST T~ iSSU~NCE O? BONDS POR THE PURPOSE OF CONSTRUCTING ~&I~D EQUIPPING A CiTY H~L PURO~SE O~~ SITE THE~FOR AND T~ ~VY OF A Tf~ IN Pf~NT V$ The manner of holding said election shall be governed by the laws of the State of Texas regulating generat elections. ~VI. That notice of said election shall be given by posting mud publication of a copy of this order. ~aid notice shall be posted in each of the election precincts herein designated, and at the City Hall. not less tha~ ? fourteen ~14) days prior to the date on which said election is to be held. ~nd be published on the same day in each of two successive weeks, in The Ptainvi~w Evening Herald. a newspaper of generalcirculation ~ublished in the 0ity of Plainview. the first of said publications to be made not less than fourteen (14) days prior to the day set for said election. VII. The fact that the i~mediate passage and adoption of this ordinance is necessary for the preservation of public peace, property, health and safety, demand thatthe rules requiring ordinances to be read on more than one date before final passage be suspended and such rule is hereby suspended ~_a~d this ordinance is adopted ~as ~ emergency measure to take effeet and be in force in, mediately upon its passage and appro- val.
