Texas, now' therefore. BE IT 0P~AINE~ by the Cit~y 0ounc'il ~of the 0ity of Texas: SeGtion 1. That hereafter it shall be unlaw~t for any person, firm or corporatign to ~ell er offe~ for smle any milk or milk ~roduct within tee corporate limits of the City of Plainview. without such person, firm or corporation first mmkes application to and receives a permit from the City Health Officer to sell and offer for sale s~eh milk or milk products. The City Health Officer shall issue or revoke suc~ permits in accordance wi~h the require- ments s~ud conditions hereinafter se~ forth~ provide~ he may revoke or ~refuse ~e issue ~ permit if in his judgment the milk or milk pro~ duct of any De~son, firm or corporation is unfit for human consump- tion, ~ ~ Section 2. The City Health Officer of the City of Plain- view is hereby authorize~ and directed to ~eceive applications from. ~a~d gr~nt permits to~ persons, firms and corporations desiring to sell or offer for sale milk ~ud milk products within the City; pro- vided that said Health Officer shall inspec~ the equipment, the animals from which the milk is produced, a~d the sanitation of the dairies, and milk plants and grade the milk ~ccerding to the pro- visions of ~enate Bill 83, passed by the 4~h. Legislature, 19~7, and~in accordance with the rules and regulations promulgated by the Health Officer pursuant thereto. The grading and label- ing milk ~ndmil~ products sol~ and offered for sale within the corporate limits according to definition (P~, Section I of Sen- ate Bill ~3,'for~r~es "A", ~B~,.
