The City Council met in regular E~eting with the following members
present. Ma Jordan. Aldermen: E.M.0sborne, L.M.Frogge, W.C.Ma-
lone and C. City tax collector, P.HoBryan,.attended the meet-
ing.
Minutes of the last meeting, read. and adopted.
Motion by Alderman Osborne, seconded by Alderman Frogge, that the
following resolution be passed and adc~ed. The motion was carried and
the resolution follows.
Resolution No. 496
WHEREAS, the City .of Plainview is the owner of Lots Nos. 22, 23,
and 26, in Block No. 17, Original Town of Plainview, Hale
Texas; and
WHEREAS, Lillie-Ho£fman Cooling Towers,Inc., a corporation, has
made an offer to the City Council of the City of Plainview to purchase
the above described lots for a cash consideration of FIVE THOUSAND AND
N0/100 ($5,000.00) DOLLARS, conditioned upon the City furnishing a com-
plete abstract showing good and merchantable title vestSd in it; and
W~REAS, the City Council ~s of the opinion that the offer nade is
adequate and is-acceptable to said Council;
BE IT RESOLVED BY T~ CITY COUNCIL OF THE CITY OF
PLAIE~IEW,-in Regular Session, this 6th day of November, 1944, that
the offer made by. Lillime-Hoffman Cooling Towers, Inc., of FIVE THOUS-
AND AND N0/100 ($5,000.00) DOLLARS be and it is hereby accepted amd
that the Mayor is hereby instructed to execute deed of general warranty
conveying:the aboveddescribed p~operty to the said Lillie-Hoffman Cool-
ing Towers, Inc., and the City Secretary to duly attest same, under cor-
porate seal, and to deliver said deed upon the payment is cash of said
FIVE THOUSAND AlfD N0/lO0 ($5,000.00) DOLLARB, when said abstract has
been approved.
MOTION made by E~M~.OSborne, seconded by L.M.Frogge and upon a vote
being taken, it was unanimously adopted.
PASSED AND ADOPTED this 6th day of November, 1944.

Alderman Fro~ offered the following'resolution to
the City Council and.move~'adoption:
VfHEREAS, under and by virtue of an order duly passed by
the City Council of the ~Dty of Pla~nvieW, Texas,~:on the 16th day
of October, 1944, a~ election was held in Said City o~2 the 3rd day
of November, 19~4, on two propositions for the issuance of t~nds'
of said City of Plainview, Texas, as follows:
PROPOSITION NUMBER 1
"S~~he City Council of the City of Plainview, Texas,
be authorized ~o iBsu~ the ~eneral obligation bonds of said City in
the amount of Fift~ ThoUsand DollarS ($50,000.00), for the purpose of
acquiring and improving an airport for said City, under the Constitu-
tion and laws of the State of Texas, particularly the Charter of the
City of Plainview and Chapter 83 of the General Laws passed by the
Forty-first Legislature at its First Called Session in. 1929, as amended,
maturing serially over a period of years not to exceed fifteenJyears,
bearing interest at a rate not exceeding TWO A~O 0NE~FOURTH PER CENTUM
(2~%) per annum, payable semi-annually, and levy a tax on all taxable
property situated within She said City,.'L'~sufficient to pay the annual
interest and provide a sinking fund to pay the said bonds at maturity?."

the amount of Fifty Thousand Dollars ($50,000.00) for the purpose of
construction and improvement of the streets of said city, under au-
thority of the Oonstitution and Laws of the State of Tsxas, particu-
larly the Charter of the City of Plainview, maturing serially over a
period of years no~ to exceed fifteen years, bearing interest at the
rate not exceeding TWO AND ONE-FOURTH PER CEN~ (2~%) per annum, pay-
able semi,annually, and levy a tax on all taxable property situated
within the said City, sufgicient to pay the ann~al interest and p~o-
vide a sinking fund to pay tSe said bonds at na~urity?"
AND WHEREAS, on this the 6th day of November, 1944,

WHE~AS, upon consideration of the returns, of the said e-
lectio$, it appears that the same was in all respects Segally held,
after due notice had been given, and that the said returns were duly
and legally made; and
WHEREAS, it further appears f~om said returns that there
were c~st aD said election . 39: votes onthe p~oposition for the issu-
ance of Airport Bonds, of which mumber 781 votes Were cast "FOR THE
ISSUANCE OF AIRPORT BONDS AND TPIE LEVYIN--'~A TAX IN PAYMENT TPfl~REOF",
and 49 votes were ca~t "AGAINST THE ISSUANCE .OF AIRPORT BONDS AND THE
LEvYI~$ OF A TAX IN PAYMfl~NT THEREOF"; and~
WHEREAS, it further appears from said returns that there
were cast at said election 830 votes, on the ~'~ODS~:i%ion for'the issu-
ance of Street Improvement Bonds, of which number 771 votes Were cast
"FOR THE ISSUANCE OF STREET IMPROVEMENT BONDSAND~EVYING OF A TAX
IN PAYMENT THE~OF" and 59 votes were cast ',AGAINST THE ISSUANCE OF
STREET IMPROVE~NT~BONDS--~TPIE LEVYING OF A~.TAXIN PAYMENT THEREOF".
THEREFORE, BE IT 'RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PLAINViEW, TEXAS:
That the prOPosition to issue the Airport Bonds in the sum
of $50,O00~00, and l~vy an annual tax sufficient to pay the interest
on 'said bonds and-to provide ~he required sinking fundto redeem
themat maturity, was sustained~, by a majority of the qualified tax-
paying voters of tmhe,City of Plain?Jew, Texas, who own taxable prop-
~ty in said City and who had duly rendered the same for taxation,
vo~ing at said election, and that the City Council of the said City
is autho~iz?d to issue said bonds and to l~vy and have assessed and
collected said tax, ~f0r the p~yment o2 the principal and interes~ of
said bonds at maturity thereof.

That the proposition to issue the Street Improvement Bonds in
the sum.of $50,000.00, and levy an annual tax sufficient to pay the
interest on ~ai'd bonds and to provide the required sinking fund to~
redeem~them at~~$, was sustained by a majority of the qualified
taxpaying voters of the City of Plainview, TeXas, who own taxable
property in sai~ CitY and~ho h&d duly ~dered the same for taxation,
voting at said elect~on, and~that~th~ City C~uncil of the said City
is auth0ri~ed to issue sai~ bond's and to levy and have assessed and
collected said tax, for the payment of the principal and interest of
said bond~ at matu~i~ty thereof..
The above resolution having been read in full, the motion of
Alderman Hancock was duly seconded by Atd~rman-~ Malone , that
the same ~ and adopted. Thereupon~ ~h& Mayor of 'said City
put the motion to a vo~e of the members of the City CounCil, with
request that as many as favored the resolution to vo~e "AYE", and
all who opposed to vote "NO"; the following members of the City Coun-
cil, to wit: Mayor Jordan and Aldermen Osborne, Malone, Hancock and
Erogge voted "AYE"; and none voted
The Mayor declared the motion carried and the resolution
~adopted.
