Alderman 1J_alone made a motion which motion was seconded by Alder-
man Frogge, ~that the following ordinance be passed and adopted. The mo-
tion was carried and the ordinance follows.

AN 0RDINI~NCE FOR ~ 0PE]LiTION OF A TAXI.
BE IT OP~AI~FED BY T~_IE CITY COIDtCIL OF THE CITY OF PLA~';, ~EXAS:
Section~ 1. That Charles Flack is hereby granted aythority for the ope-
ration o~-a taxicab in the city of Plainview, Texas.
Section 2. That as well' as the automobile which he regularly operates
in such ~ervice, he is hereby furthermore granted a~thority to operate
one 1936 model Dodge Sedan, when the automobile which he regularly op-
erates is being repaire~, serviced or out of operation by other like e-
mergency.
Section 3. That the City of ?lainview, Texas, hereby mequests the Of-
rioe ox' ~efense TranspSrtation for such additional taxi service and
that such office shall issue proper certificate in the premises.
Section ~. The fact tha6 adequate taxi service is a vital necessity
to our ~c~ty, creates an emergency and an imperative public necessity
requiring the~suspensinn of the rule that ordinances shall be read at
three meetings of the City Council. Said rule is therefore hereby sus-
pended and this ordinance is'put upon its final reading and passed by
a vote of .4 ayes and.no naye$, and shall take effect upon being signed
by the ~

LA2~ ADDITION TO THE T0~W~~ OF ?LAINVIEW, HALE COUNTY, TEXAS,
AND DECLARING AN E~RGEN~Y

TEXAS: ~
Section 1. That Ashley ~ixon has requeSted the Council of the City
of Pla inview to release a portion of the alley in Block No. 10, McClel-
land Addition, described as follows:
Being a strip or parcel of land i00' X 20' in dimensions, lying be-
tween Lots Mos. 12 and 13 on the West and Lots Nos. 4 and 50~ the East
in Block No. 10, ~cClelland Addition to the town of ?lainview, in Hale
County, Texas. ~
Section 2, It further appears~to the Uity~Council~of the City of
Plain~lew that the portion of said alley sought.to be closed is a dead
end alley and has no outle~ on the North thereOf, at which point it is
sought to be closed.
Sec~tion 3. It further appears to the City Council that Ashley
Mixon is~the owner of all of the property abutting said alley on each
side thereof sought to be closed and that there is no objection by any
property owner abutting said alley and that said alley has never, in
fact, been opened net used by the City of Plainview for alley purposes
and that no injury, d~m~ge or inconvenience will be suffered by the pub-
lic if the above described alley is'closed.
Section ~. Ti~FOP~, BE IT DRDAi~D BY T~ CITY COUNCIL OF T~
CITY OF PLAII~IEW, TE~S, that the above descrihed alley be and the same~
is here~y vacated and closed, and that the ~m y of Plainview its agents
and officers, will not hereafter exercise any use o~ control thereof.
Section 5. The fact that the said Ashley ~ixon is preparing to ~on-
struct permanent and valuable improvements on said property and that the
public generally has no interest in suc~ alley and that it is a dead end
alley creates an emergency and an imperative public necessity requ~ri~gl
the suspension of the rule that the ordinance shall be read a~ three
meetings of the City Council, and said rule is therefore hereby suspen-
ded and this ordinance is passed and approved upon its final reading by
a vote of four ayes and no nays, there being only four members of the
City Council present and voting and shall take effect upon being signed
~y the ~ayor.
