HomeMy WebLinkAboutCouncil Minutes 04-11-2017118 The Plainview City Council met on April 11, 2017 at 7:00 p.m. in the City Council Chambers of the Plainview City Hall at 901 Broadway. The agenda for this meeting was posted in City Hall at 3:20 p.m. on April 5, 2017. Mayor Wendell Dunlap presided. Councilmembers present were: Charles Starnes -District 1, Larry Williams -District 2, Norma Juarez -District 3, Susan Blackerby-District 5, John Gatica-District 6 and Oliver Aldape-District 7. Councilmember Teressa King -District 4 was absent. Staff members present were: Jeffrey Snyder, City Manager, Andrew Freeman -Assistant City Manager, Rusty Powers -Fire Chief, lsauro Gutierrez -Information Technology Manager, Cris Valverde -Community Development Manager, Paul Kite -Assistant Director of Utilities and Belinda Hinojosa-City Secretary. News Media Present: Doug McDonough -Plainview Herald Councilmember Susan Blackerby delivered the invocation and led in the pledge of allegiance. Councilmember Larry Williams moved to approve the consent calendar. The motion was duly seconded by Councilmember Blackerby and carried by unanimous vote. Items approved on the consent calendar included the granting of excused absences to Councilmember Teressa King; approval of the minutes of March 23, 2017 and March 28, 2017; and authorize Mayor to sign Lease Agreement between the City of Plainview and the Plainview YMCA for the 16th Street Swimming Pool. Mariya Hapiy, Unger Memorial Librarian made a presentation on the Unger Memorial Library for National Library Week. Jeffrey Snyder, City Manager presented for consideration on first reading Ordinance No. 17-3653, an Ordinance of the City Council of the City of Plainview, Texas Amending Ordinance No. 16-3638 to Appropriate Funds in the General Fund and Various Revenue and Capital Funds Pursuant to Section 5.07 (a) and (d) of the Plainview City Charter Allowing For Supplemental Appropriations in the 2016-2017 Budget; Cumulativeness Clause; Conflicts Clause; Severability Clause; and Effective Date. This is first reading of the Ordinance to consider amendments to the FY 2017 Budget. Mayor Dunlap asked for public comment. There was no public comment. Councilmember Blackerby moved to adopt Ordinance No. 17-3653 on first reading. The motion was duly seconded by Councilmember Juarez and carried by unanimous vote. Cris Valverde, Community Development Manager presented for consideration on first reading, Ordinance No. 17-3654, an Ordinance of the City Council of the City of Plainview, Texas Amending the Comprehensive Zoning Ordinance and Map Abandoning a Portion of a Twenty Foot Alley Located North of W. 6th Street and East of N. Austin Street, Lying Adjacent to Lots 27-31, Block 31, Original Town Addition of the City of Plainview, Hale County, Texas; Vacating and Closing Such Alley Right of Way Save and Except a Permanent Public Utility Easement; Declaring Such Alley Right of Way No Longer Serves a Public Purpose; Repealer; Severability Clause; Cumulativeness Clause; Conflict Clause; and Effective Date. This requested is associated with the Conrad Lofts. This is for abandoning a portion of a twenty foot alleyway. The utilities companies commented that there are existing utilities City Council Minutes April 11, 2017 Page 1 of 2 and that relocation or retention of public utility easement is required. Staff recommends retention of public utility easements be obtained. Mayor Pro Tem Starnes moved to open a public hearing on Ordinance No. 17-3654. The motion was duly seconded by Councilmember Williams and carried by unanimous vote. Mayor Dunlap asked for public comment. There was no public comment. Councilmember Starnes moved to close the public hearing. The motion was duly seconded by Councilmember Juarez and carried by unanimous vote. The public hearing was closed at 7:50 p.m. Councilmember Williams moved to accept Ordinance No. 17-3654 on first reading. The motion was duly seconded by Councilmember Juarez and carried by unanimous vote. Mr. Snyder presented for consideration and to take necessary action regarding Agreement for S.A.F.E. Program between the City of Plainview and the Plainview Young Men's Christian Association. The YMCA SAFE Camp is a summer recreation program that provides activities for children from ages 4-12. The YMCA has experienced some losses in this program and have requested an increase in the amount provided to the YMCA from $31,000 to $35,000. Mayor Dunlap asked for public comment. There was no public comment. Councilmember Williams moved to accept to offset losses for the YMCA and SAFE Camp from $31,000 to $35,000. The motion was duly seconded by Councilmember Juarez and carried by unanimous vote.
