The City Council met on April 20, 2017 at 11:47 a.m., at the Plainview Convention Center,
2902 W. 4th Street, Plainview, Texas. The agenda for this meeting was posted in City
Hall at 11:28 a.m. on April 17, 2017. Mayor Pro Tem Charles Starnes presided.
Councilmembers present were: Larry Williams -District 2, Norma Juarez -District 3,
Teressa King -District 4, and Susan Blackerby-District 5. Mayor Wendell Dunlap and
Councilmembers John Gatica-District 6 and Oliver Aldape-District 7 were absent.
Staff members present were: Jeffrey Snyder -City Manager, Leslie Schmidt -City Attorney,
Rusty Powers -Fire Chief, Isauro Gutierrez -Information Technology Manager, Ken
Coughlin -Police Chief, Sarianne Beversdorf-Director of Finance, Cris Valverde -
Community Development Manager, Kelli Shurbet-Nursing Supervisor, Jesse Lopez -Code
Enforcement Officer, Paul Kite -Assistant Director of Public Utilities and Belinda Hinojosa-
City Secretary.

Guests present: Ernest Mora, V. O.Ortega and Mike Fox
Mayor Pro Tem Charles Starnes led in the invocation.
The Council granted excused absences to Mayor Wendell Dunlap, and Councilmembers
John Gatica and Oliver Aldape.
Mike Fox, Executive Director of the Plainview/Hale County Economic Development
Corporation presented the Plainview/Hale County EDC Quarterly Report. He introduced
V. 0. Ortega, new board president.
Councilmember Williams moved to accept the Plainview/Hale County EDC Quarterly
Report. The motion was duly seconded by Councilmember Juarez and carried by
unanimous vote.
Mayor Pro Tem Starnes presented for consideration on second reading Ordinance No.
17-3654, an Ordinance of the City Council of the City of Plainview, Texas Amending the
Comprehensive Zoning Ordinance and Map Abandoning a Portion of a Twenty Foot Alley
Located North of W. 6th Street and East of N. Austin Street, Lying Adjacent to Lots 27-31,
Block 31, Original Town Addition of the City of Plainview, Hale County, Texas; Vacating
and Closing Such Alley Right of Way Save and Except a Permanent Public Utility
Easement; Declaring Such Alley Right of Way No Longer Serves a Public Purpose;
Repealer; Severability Clause; Cumulativeness Clause; Conflict Clause; and Effective
Date. Since this was the second of two readings the Council chose to forego staff briefing
and asked for public comment. There was no public comment.
Councilmember Blackerby moved to adopt Ordinance No. 17-3654 on second reading.
The motion was duly seconded by Councilmember Williams and carried by unanimous
vote.
The Council and staff reviewed the agenda for the City Council meeting of April 25, 2017.

There being no further business, Mayor Pro Tem Starnes adjourned the meeting at 1:04 121
