Board Members Absent: Chris LeFevre, Jerry Rodriguez, Janice Payne Staff Members Present: Cris Valverde - Community Development Manager, Judy Rasher — Community Services Secretary Paul Drager called the meeting to order at 6:00 p.m. First Item on Agenda: Approval of December 8, 2016 Planning and Zoning minutes. Mark Hardin made a motion for approval. Danny Murphree seconded and motion carried unanimously. Second Item on Agenda: Case File No. 866/P -17 -01 College Hill Addition Unit No. 3 an addition to the City of Plainview, being a replat of a portion of Lots C and D, Block 88, College Hill Addition, in Section 33, Block JK2, Hale County, Plainview, Texas (1.07 acres) (Vicinity: Ennis Street and 7th Street) Developers: Plains Lank Bank, FLCA Surveyor: Carl Joe Williams Cris Valverde presented this case. This plat is for the purpose of creating one commercial building site from portions of two previously platted tracts of land. This plat has been reviewed by the City Departments and local utility companies except for the following items. The items that needs to be resolved before approval is a submittal of a final plat, executed dedication deed and a tax certificate. This plat does meet all requirements for approval by the City Manager, pending submittal of a signed corrected plat. With State law requiring that a municipality to act on the plat in a certain amount of time, staff recommends that this plat be denied with a stipulation that this be allowed to remain active. Once it becomes ready, it will be forwarded to the City Manager for approval. Mark Hardin made a motion to open the public hearing. Kevin Sweeney seconded and motion carried unanimously. No response was made. Paul Drager asked if anyone would like to speak in opposition or in favor, no one came forward. Danny Murphree made a motion to close the public hearing. Seconded by Rick Burke and motion carried unanimously. Mark Hardin made a motion to deny Case No. 866/P -17 -01 with the stipulation that it be allowed to remain active on the Planning and Zoning Commission's agenda until all matters are resolved. Seconded by Rick Burke. Motion carried unanimously Third Item on Agenda: Case No. 8671P -17 -02 Wilcox Addition Unit No. 2 an addition to the City of Plainview, being an unplatted tract of land in Section 28, Block JK2, Hale County, Plainview, Texas (6.16 acres) (Vicinity: Ennis Street and 10 Street). DEVELOPER(S): City of Plainview SURVEYOR: Robert Keys Cris Valverde presented this case. This plat is for the purpose of creating a community park site from two previously platted tracts of land. This plate has been reviewed by the City Departments and local utility companies except for the following items. The items that needs to be resolved before approval is a submittal of a final plat, executed dedication deed and a tax certificate indicating that no delinquent taxes are due. This plat does meet all requirements for approval by the City Manager, pending submittal of a signed corrected plat. With State law requiring that a municipality to act on the plat in a certain amount of time, staff recommends that this plat be denied with a stipulation that this be allowed to remain active. Motion carried unanimously Fourth Item on Agenda: Case File No. 865/P -16 -03 Final Plat of Hitchin Post, Lot 1, a Suburban Subdivision to the City of Plainview, being an unplatted tract of land in Section 37, Block JK2, Hale County, Plainview Texas (33.175 acres) (Vicinity: Industrial Blvd and Interstate Highway 27 DEVELOPER(S): John and Page Watkins SURVEYOR: Norris Stevens No action taken. Fifth Item on Agenda: Case File No. 861/P -16 -02 Plainview Vision Unit No. 1, a suburban subdivision and an addition to the City of Plainview, being an unplatted tract of land in Section 37, Block JK -2, Hale County, Texas. (20.61 acres)(Vicinity: Industrial Blvd. and Interstate Highway 27 DEVELOPER(S): Teressa King SURVEYOR: Norris Stevens No action taken.
