2902 W. 4th Street, Plainview, Texas. The agenda for this meeting was posted in City
Hall at 11:10 a.m. on May 1, 2017. Mayor Wendell Dunlap presided. Councilmembers
present were: Charles Starnes -District 1, Larry Williams -District 2, Norma Juarez -District
3, Teressa King -District 4, Susan Blackerby-District 5 and Oliver Aldape-District 7.
Councilmember John Gatica-District 6 was absent.
Staff members present were: Jeffrey Snyder -City Manager, Tim Crosswhite-Director of
Public Works, Sarianne Beversdorf-Director of Finance, Ken Coughlin -Police Chief,
Rusty Powers -Fire Chief, Isauro Gutierrez -Information Technology Manager, Cris
Valverde -Community Development Manager, Paul Kite -Assistant Director of Public
Utilities and Belinda Hinojosa-City Secretary.

Mayor Wendell Dunlap led in the invocation.
The Council granted an excused absence to Councilmember John Gatica.
Jeffrey Snyder, City Manager presented for consideration on first reading Ordinance No.
17-3657, an Ordinance of the City Council of the City of Plainview, Texas, Temporarily
Altering the Prima Facie Speed Limit Established for Vehicles on a Portion of Interstate
Highway 27 Within the Boundaries of the Corporate Limits of the City of Plainview, Texas,
in Accordance With the Texas Transportation Code Ann., §545.356 (Vernon's 2011);
Providing for an Official Designation of a Reduced Speed as a Result of a Traffic
Engineering Study by Signage and Other Required Notice Required; Providing A Penalty;
Severability Clause; Cumulativeness Clause; Conflicts Clause; Meeting Held in
Compliance with the Texas Open Meetings Act; and Effective Date. This is to consider
reducing the speed on Interstate 27 within the city limits for construction purposes. The
project includes extensive bridge maintenance to U.S. Highway 70 — Interstate 27 Bridge
and State Highway 194 — Interstate 27 bridge. The work will also include painting of the
overpasses to have a more consistent look with the SW 3rd Street Interstate 27 Bridge.
Mayor Dunlap asked for public comment. Councilmember Blackerby moved to accept
Ordinance No. 17-3657 on first reading. The motion was duly seconded by
Councilmember King and carried by unanimous vote.
The Council and staff reviewed the agenda for the City Council meeting of May 9, 2017.
There being no further business, Mayor Dunlap adjourned the meeting at 12:34 p.m.
