RESOLUTION NO. R95-108
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
PLAINVIEW, HALE COUNTY, TEXAS, AUTHORIZING THE
SUBMISSION OF AN APPLICATION FOR A TEXAS CAPITAL
FUND MAIN STREET IMPROVEMENTS PROGRAM GRANT.
Whereas, the Texas Capital Fund (TCF) was created to encourage business development,
retention, or expansion by providing loans, infrastructure grants, small business incubator
grants, real estate development funds, and main street improvement grants to qualified
applicants; and
Whereas, TCF will provide 14.3 million dollars which is a part of the Federal Community
Development Block Grant to be awarded for the express purposes of, including but not
limited to, the elimination of slum or blighted areas; and
Whereas, Community Development Block Grant Monies could be used to broaden the scope
and increase the effectiveness of the Main Street Program in its beautification efforts in the
downtown area; and
Whereas, the City Council of the City of Plainview recognizes that one function of the Main
Street Program is to take steps necessary in obtaining main street improvement grants.
Now, therefore, be It resolved, by the City Council of the City of Plainview, Hale County,
Texas, that the Mayor, as the chief executive officer for the Main Street Program, be
authorized to submit an application for 5150,000 in matching 1 1/2 to 1 fund grant monies
from the Texas Capital Fund to aide the Main Street Program in broadening the scope and
increasing the effectiveness of its beautification efforts in the downtown area.
Passed and approved, this 28th day of March, 1995.
