HomeMy WebLinkAbout76-2012 ordAN ORDINANCE PROHIBITING PARKING ON A PORTION OF .QUINCY STREET IN THE CITY OF PLAINVIEW; PROVIDING A PENALTY FOR THE VIOLATION THEREOF; AND DECLARING AN EMERGENCY. WHEREAS, congestion of traffic on that part of Quincy Street lying between West 19th Street and West 5th Street in the City of Plainview, Texas, makes it advisable to prohibit the parking of motor vehicles of any kind on either side of said portion of Quincy Street; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PLAINVIEW: SECTION 1: Parking any kind of motor vehicle on either side of Quincy Street in the City of Plainview, Texas, between West 19th Street and West 5th Street of the City of Plainview is hereby prohibited. SECTION 2: No person shall park or cause to be parked any kind of motor vehicle,, automobile, truck, truck tractor', or motor vehicle of any kind on either side of that portion of Quincy Street between West 19th Street and West 5th Street. SECTION 3: Any person who shall violate or fail to comply with any of the provisions of this Ordinance shall be deemed guilty of a misdemeanor and upon conviction thereof shall be punished by a fine in a sum of not less than One Dollar ($1.00) nor more than Two Hundred Dollars ($200.00). SECTION 4: Ail ordinances or parts of any ordinance of the City of Plainview, Texas, in conflict herewith is hereby repealed. .S.ECTION 5: The fact that the crowded conditions of traffic on the portion of the street hereinabo~e described creates a dangerous situation and is a condition that should be corrected immediately to prevent accidents and possible loss of life and property, thereby creates an emergency and an urgent'~ublic necessity requiring that any rule providing for ordinances to be read more than one time or at more than one meeting of the City Council be suspended, and requiring that this ordinance be passed and take effect as an emergency measure, and any such rules or ]provisions are accordingly suspended and this ordinance is passed as an emergency measure, and shall take effect and be in full force from and after it passage.
