TO THE CITY CLERK OF THE CITY OF PLAIN-VIEW:
You are directed to post notice of the election to be held in and for the
City of Plainview for the purpose and at the time as provided in the Ordinance
attached hereto, which said Ordinance provides for an election to determine
the question of whether or not the City of Plainview will adopt or reject the
Firemen's and Policemen's Civil Service Act.
You will post notice's of said election, including a Spanish translation
thereof, in each voting precinct at the polling place for each precinct at
least twenty (20) full days prior to the day of the election. You will also
post notice in a conspicuous place in the City Hall and also in a conspicuous
place in your office, and file a copy as City Clerk and keep a permanent
record thereof.
You will also cause said notice including a Spanish translation thereof
to be published in a daily newspaper of general circulation published in the
City of Plainview as provided in the said Ordinance, the ~blication to be not
more than twenty-five (25) days nor less than ten (10) days prior to the
election.
You will also deliver to each of the persons appointed to hold the election
a copy of said Ordinance, which constitutes a writ of election.

TAKE NOTICE that an election will be held in the City of Plainview, Texas, on
the 2nd day of April, 1977, in obedience to an ordinance and order duly passed and
adopted by the City Council which is attached hereto and made a part of this
notice for all intents and purposes.

AN OP~INANCE CALLING A SPECIAL ELECTION IN AND FOR THE CITY OF PLAIN-VIEW, TEXAS,
TO DETERMINE THE ADOPTION OR REJECTION OF THE FIREMEN'S AND POLICEMEN'S CIVIL
SERVICE ACT, SAME BEING ARTICLE 1269-M, VERNON'S TEXAS CIVIL STATUTES; MAKING
PROVISIONS FOR THE CONDUCT OF THE ELECTION AND OTHER PROVISIONS INCIDENT AND
RELATED TO THE PURPOSE OF THIS ORDINANCE AND ORDER.
WHEREAS, there has been filed with the City Clerk of the City of Plainview
and presented to the City Council a petition requesting that the City Council call
an election to determine the question of whether or not the City of Plainview will
adopt or reject the Firemen's and Policemen's Civil Service Act, the same being
Article 1269-M, Vernon's Texas Civil Statutes; and,
WHEREAS, Section 27(a) of said Act provides that upon receiving a petition
signed by qualified voters of said City in number not less than ten per cent of
the total number voting in the last preceding municipal election, the governing
body of said City shall call an election within sixty (60) days after said petition
has been filed with governing body; and,
WHEREAS, the City Council has found and determined that said petition is
signed by qualified voters in said City in number not less than ten per cent of
the total number voting at the last preceding municipal election;
NOW, THEREFORE:
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PLAINVIEW:
SECTION 1: That an election be held on the 2nd day of April, 1977, at which
election there shall be submitted to the voters of the City of Plainview, the
proposition of whether or not there shall be adopted for the City of Plainview the
Firemen's and Policemen's Civil Service Act, the same being Article 1269-M,
Vernon's Texas Civil Statutes.
SECTION 2: That paper ballots shall be used for said election, which ballots
shall be prepared in accordance with Vernon's Annotated Texas Statutes Election
Code, so as to permit the electors to vote "FOR" or "AGAINST" the aforesaid
proposition which will set forth the question as proVided in Section 27(a) of said
Article 1269-M, known as the Firemen's and Policemen's Civil Service Act, which
said question as provided is as follows:
"FOR the adoption of the Firemen's and Policemen's Civil Service
Act"
"AGAINST the adoption of the Firemen's and Policemen's Civil Service
Act"
The word "FOR" and beneath it the word "AGAINST" shall be made to appear on
the left of said questions. A square shall be printed on the left of each of the
words "FOR" and "AGAINST", and each elector shall place an "X" in the square
beside the statement indicating the way he wishes to vote.
SECTION 3: That the polling places and officers of said election shall be as
follows, to-wit:
CITY ELECTION PRECINCT -- 1 (includes all of Hale County Election precincts
numbered 7 and 8)
POLLING PLACE -- City Hall, 901 Broadway, Plainview, Texas
ELECTION OFFICERS-- Mrs. Henry Heck , Tom Baker and
Nela McLaughlin shall act as election officers. Mrs. Henry Heck
shall act as Presiding Judge, Tom Baker shall act as
Alternate Presiding Judge, and Nela McLaughl in shall act as Second
Alternate Presiding Judge.
CITY ELECTION PRECINCT -- 2 (includes all of Hale County Election Precincts
Numbered 1, 6 and 10)
POLLING PLACE -- City of Plainview, Texas, Chamber of Commerce & Board of
City Development Building, 710 West 5th St., Plainview, Texas.
ELECTION OFFICERS-- Martha Barnes, Avis Allen and
Betty Royal shall act as election officers. Martha Barnes
shall act as Presiding Judge, Avis Al ]en shall act as Alternate Presiding
Judge, and 8e~y IR6la] shall act as Second Alternate Presiding
Judge.
Each Presiding Judge shall appoint not less than two (2) nor more than seven
~7) qualified clerks to serve and assist in holding said election; provided that
if the respective Presiding Judge herein appointed actually serves, the Alternate
Presiding Judge and the Second Alternate Presiding Judge of said polling place
shall act as clerks.

On election day the polls shall be open from 7:00 A.M. to 7:00 P.M.
Absentee voting shall be conducted at the City Clerk's office in the City
Hall, in accordance with the provisions of V.A.T.S. Election Code, Chapter 5.
SECTION 4: That all resident qualified electors of the City shall be permitted
to vote in said election. Such electors shall vote in the City Election Precinct
in which they reside at the designated polling place. This election shall be held
and conducted in accordance with the Texas Election Code, except as modified by
the provisions of Chapter 1 of Title 22, V.A.T.C.S.; and as may be required by
law, all election materials and proceedings shall be printed in both English and
Spanish.
SECTION 5: That a substantial copy of this ordinance and order shall serve
as proper notice of said election. Said notice, including a Spanish translation
thereof, shall be posted in each election precinct and at the City Hall not less
than twenty (20) full days prior to the date on which said election is to be held,
and shall be published at least one time not more than twenty-five (25) days nor
less than ten (10) days before the date set for said election in a daily newspaper
of general circulation published in the City of Plainview.
A copy of the notice hereinabove referred to shall be filed in the office of
the City Clerk of the City of Plainview.

Plainview, Texas, convened in regular session at the regular meeting place thereof
in the City Hall, the meeting being open to the public and notice of said meeting
having been given as prescribed by Article 6252-17, Section 3A, V.A.T.C.S., there
being present and in attendance the following members, to-wit:

POR CUANTO, una peticiSn haya sido registrado con la oficina

la elecciSn municipal antecedente, el cuerpo gobernante de dicha
ciudad llame una ~ecciSn antes que pasen (60~ sesenta d~as despu~s
